Japan’s food and agricultural industry are facing serious difficulties, such as
declining production, incomes, and aging population and an increase in
abandoned fields. Japan introduced the food industrial cluster policy in 2005,
it became the 6th industrialization policy in 2010 because there was little
effect on innovation and job creation in rural areas.
