Mikhail Gorbachev became leader of the USSR and instituted major reforms, including glasnost (openness) and perestroika (economic restructuring). This changed attitudes towards the USSR. Reagan and Gorbachev held summits starting in 1985 to improve relations and negotiate arms reductions, with some agreements but also disagreements over issues like the Strategic Defense Initiative. Their 1987 summit led to an intermediate-range nuclear forces treaty that eliminated an entire class of missiles.
