In pursuance of the objectives, under Women Political School Project (WPSP) of Ministry of
Women Development – Islamabad, tied the strength with the Local Government to impart
training to Nazims and Naib Nazims at Union Council level; a WPS – Team comprising to
members: Mr. Zafar Ahmad – Research Analyst, Miss Rahat Zartaj as Lead Mentor were
entrusted to carry to task in District Layyah. As this project is being carried out with the
collaboration of Local Government; Mr. Atta Hussain, Assistant Director, Local Government
and Community Development, District Layyah was required to meet with the responsibilities
as District Incharge with his team members: Mr. Yousaf Kaleem, Project Manager and Mr.
Muhammad Yaseen as Assistant to make things happened.
There are 44 Union Councils in the District Layyah. Total number of Nazims and Naib
Nazims at UC Level are worked out 88. Three Training Sessions were planned to cover the
target. Two Sessions were conducted at Tehsil Layyah while the other one at Tehsil Karor
Lal Eesan. The training sessions commenced w.e.f 28th
May 2007 and the last session ended
up on 05th
June 2007.

Under Women Political School Project, like other districts of Punjab, training sessions on
Gender Sensitization of Nazims & Naib Nazims at UC Level in District Layyah, commenced
on 28th
June 2007 and ended up on 05th
June 2007 with completion of training of 62 Nazims
& Naib Nazims (attended the session at least for one day) in 03 training sessions; against 88
Nazims and Naib Nazims in 44 Union Council in three Tehsils (Layyah, Chobara & Karor
Lal Eesan) of the district. Hence, there remained 26 Nazims and Naib Nazims to come to the
training sessions; 70 % target of participation is achieved.
As planned, each training session was conducted for two day by observing the timings: 09:00
a.m. to 03:00 p.m. daily. WPS Team comprising to two members: Mr. Zafar Ahmad – RA,
and Miss Rahat Zartaj did the job as Lead Mentor. Mr. Atta Hussain, Assistant Director,
Local Government and Community Development, District Layyah and Mr. Yousaf Kaleem,
Project Manager and Mr. Muhammad Yaseen, Assistant; coordinated with the WPS Team to
meet with their responsibilities.
Two Training sessions in Tehsil Layyah at District Council Hall – Layyah and One at Karor
Lal Eesan at TMA – Hall, were conducted. The better quality food stuff has been ensured
costing to Rs.17,040/=. The stationary items (Bags, Writing Pad, and Ball Point) have been
provided to each of the participant. The total expense for 03 sessions on need to meet with all
the stationary items comes to Rs.3150/= i.e. @ Rs.50.00/= per participant by providing the
items to 63 Nazims and Naib Nazims came to the trainings sessions at least for one day; with
miscellaneous expense of Rs.2,485/= for three sessions. Total amount of Rs.3,95,900/= is
paid as TA/DA to women councilors attended the training sessions. Also, total amount of
Rs.99,000/= is paid as DSA and TA to participants and Rs. 24,000/= as TA/DA to WPS
Team members for all 03 training sessions. Hence, total expense incurred to conduct all the
training sessions comes to Rs.1,45,675/=. Since 62 councilors have completed the training;
therefore, on average @ Rs.2,349.59 per participant has been incurred.
Data Profiles of 56 Nazims and Naib Nazims were got completed. Every possible effort has
been done to take the data profile completed alongwith CC and CNIC from each participant

who at least came to the session even for an hour; and payment made to only who completed
this requirement.
Rate of DSA and TA to participants has been on the very high side. As training is the part
and parcel and legal obligation under LGO – 2001; therefore, it is no need to make DSA
payment to participants even to attract them for learning. However, if it is deemed necessary,
there should be only as a token of money to cover the traveling expense only, of the
participants.
We must say, that on evaluation of the training, the participants’ commitment and
determination to keep on focus on involvement of women on equal basic has been splendid
and through a ray of light to change of positive behaviour in true essence of team work in
their Union Council

1. Background of the WPS Project
Ministry of Women Development (MoWD) and Provincial Social Welfare & Women
Development Departments inter-alia are concerned with women’s political empowerment are
concerned with women’s political empowerment. Women Political School is one of the
Ministry’s current initiative to achieve the said objective.
The Women’s Political Participation Project (W3P) was a pioneering effort to develop the
capacity of women councilors. Its main purpose was to impart needs-based training to the
women councilors, so as to maximize the impact of their presence by enhancing their
participation in the formulation, advocacy and implementation of a gender-sensitive
economic strategy. The approach of the project was a mentoring and nurturing or women
learning from women strategy.
Women’s Political School (WPS) has been designed as a sustainable long-term second-
generation initiative to institutionalize the process of enabling and empowering women in
public office so that their issues and concerns are raised in the policy agenda and are
addressed through public policy. The follow-up initiative is intended to have a more
decentralized and outward looking approach, and will focus on integrating and building the
capacities of existing institutions, local government structures and other concerned
organizations and agencies. Apart from developing stronger mechanisms for ownership and
sustainability, this process is also seen as a means of enriching the capacity-building
programme for women councilors, as sell as creating vital linkages and support structures for
them.

2. Overall Objectives of WPS
The over all goal of the Women’s Political School (WPS) project, is that of working towards
the attainment of gender equality in the political sphere.
Purpose of the project is empowering women in public office so that their issues and
concerns are raised in the policy agenda and are addressed through public policy.
The more specific objectives of the Women’s Political School Project are as follows: -
1. A holistic and integrated capacity development programme for women councilors
delivered.
2. Adequate and reliable support networks and systems for women participating in
political processes facilitated and strengthened; and
3. Institutional capacities of relevant training organizations/institutes, governmental
departments and civil society strengthened.
These object are set in dream of that: -
a. A more effective performance by women councilors within their respective councils
in terms of increased attendance; more active participation in deliberations;
influencing policies and budgets; accessing funds and getting schemes approved.
b. A more effective role by women councilors outside their councils in terms of creating
necessary linkages accessing relevant information, services and facilities for servicing
their constituencies.
c. Increased capacity within training institutions, organizations and government
departments to devise and deliver quality training to women councilors, as well as
gender-sensitivity training to male councilors and staff of relevant line departments.

3. Effective role in the working of Women
Councilors
There are 28,000 women councilors participating in result of representation opportunity
regarding Local Government System – 2000. In male dominant society, most of the
resources: financial as well as decision-making are not in the access of the female in true
spirit. Only to the extent of figure of 33% representation of women in the council does not
mean until they are considered part and parcel to consult in every corner of affairs of
development to be discussed in the council.
In result of training sessions conducted for women councilors; it has become a strong
argument on conducting training for authorized personnel in the union council i.e. Nazims
and Naib Nazims to change their view point and sensitize the issue that women councilors as
their team members be treated on gender basis irrespective of their education level.
In pursuance of WPS Project objectives, in has become need of the moment to talk with the
personnel in the council to join their hands with all team members of the one sole objective
for betterment of their sweet Union Council.
Gender-sensitization can effectively the role in the working of women councilors in the way
that: -
 Women Councilors would gain confidence to utilize best of their capabilities to play
effective role in the council.
 They would be able to raise their voice on gender sensitive issues in policy-making
institutions.
 They would feel pride and respect in their work; may lead to encourage learned,
educated, skill women to come forward to participate in the political system
Over and above, WPS Project objectives would be fulfilled in letter and spirit.

4. About the Gender Sensitization Curriculum
Modules
There are different tools and methods adopted with one sole objective to make participants
fully conversant on the topics covered in the manual and sensitize their feelings on the
importance of joining hands together on gender basis for betterment of their sweet Union
Council.
4.1 Methodologies
The methodologies like: pre and post-assessment tool, role play(s), Story telling, group work,
presentation techniques were exercised with a view to deliver the contents as perceived in
letter and spirit. The response(s) from the participants on these aspects are taken into account
here as under: -
4.1.1 Pre & Post Assessment Tool
The tool of pre-assessment and post-assessment worked well providing opportunity to the
participants their knowledge prior to the training and to those who were taking it so lenient
were seen very much concentrated on the questions asked for in their pre-assessment session.
While distributing the pre-assessment and post-assessment questioner; we delivered it by
saying that “its’ an in-put form to get your view point of the topics/issues to be discussed
later in the training sessions – which would definitely helped us to marshal of our points in an
effective way”. This lasted a very healthy impact as the participants took it as whole-
heartedly.
The method of doing so, helped to attract the seriousness of participants as how they were
eager to wish to know the definition of “Gender”; once they ware unable to write in their pre-
assessment form.
4.1.2 Role-Play
The method/Tool of Role-Play to deliver the contents, needs time and patience from the
participants and to concentrate on the message being delivered; It is does not create lasting
impression and has been remain effective only for the reason that participants always
remained in a hurry to finish the sessions due to their priorities set for other engagements.

Late coming to the session and hurry to leave exercised un-healthy influence regarding role-
play effectiveness.
4.1.3 Story Telling
This method of conveying the message and sensitize their feeling to develop sense of
responsibility and self discipline in their course of assignments in meeting their
responsibilities with a view to deliver at excellence; has been very effective especially in the
closing session the story on “King’s treatment with the masses” created a lasting impression
to change their behaviour to do work with commitment and selfless efforts to deliver on equal
basis.
Their determination is evident in their viewpoint as provided in the Training Evaluation
Form, at the end of the training session.
4.2 Schedule for each Session and Session Plans
Here, Session # 03: focused on the Role of Nazim/Naib Nazim as “Information Collector &
User” is discussed, only. What ever has been the attitude and level of commitment of the
participants; but this session has been taken by the participants very attentively because of the
information provided to them best suite to facilitate their assignments towards sustainable
development.
Resultantly, some of the participants, really enthusiastic to meet with their role and
responsibilities seriously, shown their interest and well upfront in presentation.
The scheme of flow of content regarding heding(s): What, Why and How needs to be
improved as such headings create confusion in explaining to the content and mostly heading
does not relate to the what is being explained in it; particularly under category of
“Publishing/discriminating information regarding public interest”.
4.3 Evaluation of the Participants regarding their Learning Interest
The participants have been observed and their view point is assessed on different aspects
during the session proceedings, participants in focus, their discipline, punctuality, their
learning interest in lines with different tools used and in context with over all evaluation of
the training session.

Here we take one-by-one to evaluate their learning interest: -
4.3.1 During Session Proceedings
i. In the invitation letter to participants, time to commence the session was mentioned as
09:00 a.m. and proposed to be lasted upto 03:00 p.m. But due to habitually late come of
the participants; the training sessions normally started at 10:00 a.m. and for some day at
11:30 a.m. After having lunch participants did not agree even to stay in the hall.
Therefore, we had to close the session at lunch upto 3:00 p.m. with working tea, most of
the time, in order to retain them for whole of the session proceedings.
ii. The participants took this training for granted as: -
a. As and when liked; they exit/come to the session; they did without taking due care
of session(s) importance.
b. Instead of our repeated requests, some of the participants, done smoking in the
hall, during the session(s), without keeping in view the congenial environment to
destruction.
c. At number of times some participants attempted to mark proxy attendance for
their love ones. At vigilant scrutiny of the attendance sheet, we have been able to
control such irregularity.
d. As DSA and TA/DA @ Rs.1,000/= is attractive. Some participants attempted to
be obliged for the day they remained absent from the session, by showing their
attendance for the same; their intention is not honored straight a way.
iii. Pre-assessment questioner is taken by the participants without showing any annoyance.
As per their viewpoint, it has been a good exercise, to evaluate the knowledge on the
issue in question. Similarly, post-assessment questioner welcomed by them with open
arms.
4.3.2 Participants Speak
- During the proceedings of the sessions, participants initially sparked and flared up to
raise their voice to be heard by the competent authorities: -
o Some of the participants (Nazims and Naib Nazims) having grievances with their
High-Ups at upper tier in the Local Government; argued that such “Behaviour-

Change” training workshop be conducted for them in order to compel them to treat
all of the public representatives on equal basis, irrespective of caste, powered politics
and associations of like minded people; so that the local government system be
strengthened.
o They demanded that as soon as election process is completed as per local
government ordinance; the training on LGO – 2001 regarding job description of
Nazims and Naib Nazims and the component of monitoring committees be arranged
by the government so that the new comers may able to understand their role and
function properly.
o It has been their demand, in dream of true essence of “Decentralization”, resources
directly be allocated to Union Nazims without interference of High-Ups at District
Level, so that nepotism be ruled out.
o They desperately told that “we are still in vague and have no authority; how we can
be effective in union council as well as issues relating to gender equality”.
4.3.3 Evaluation of Training
In spite of some hardships, we believe, the training session(s) has exercised healthy influence
on the way the participants interact, their behavior to think and concentrate on the importance
of women participation in order to join hands together to meet with the realistic interpretation
of sustainable development.
Here we support their feelings to change of behavior through an extract of their view point on
gender sensitization, taken on “Evaluation Form” at the close of the session being part and
parcel of training manual: -

There is noting but only true picture portrayed from black and white on the evaluation taken
form the viewpoint of the participants; that clearly reflects their change of behaviour and
determination to modify and determination to take due care in development on gender basis.

5. Logistics Arrangements
Pre-session arrangements have been nice where AD-LG&CD took personally interest and
ensured in a very professional way. Here, brief overview is given on the components: -
5.1 Suitable Venue(s)
i. Initially, two sessions were conducted at District Council Hall – Layyah. The Hall is
equipped with air-conditioning system, P.A. System on demand and suitable
furniture/fixture items. The venue has been accessible to all participants. However,
condition of wash-room, attached to the hall needs to be improved.
ii. The third and final session was arranged at T.M.A. Hall, Tehsil Karor Lal Eesan,
District Layyah. All seating arrangement was done. Cleanliness in the hall was got
completed. Welcome banner was displayed in the hall. Session was about to
commence; but at the eleventh hour, drastic situation happened as:
a. M.N.A. – Tehsil Karor Lal Eesan desired to conduct his own meeting in the
Hall. Therefore, in a hurry, training session was arranged initially in a hall
measuring 18’ x 12’ approximately in a way to other adjacent room occupied
by the visitors of T.M.A. officials. The training session started at 10:30 a.m.
Due to the passage of a room through the hall, there had been problem and
disturbance right from the start of the session. In order to get rid of this
problem, after 12:00 p.m. session shifted to another room of size 10’ x 12’
approximately, too small to accommodate the number of participants. There
was no way except to conduct the session with this situation.
Hence no suitable space was provided/arranged to conduct the session easily.
b. On day 2nd
, the session again shifted to the Hall which was previously
occupied by MNA, Karor Lal Eesan. Every one has been comfortable with the
congenial environment.
5.2 Quality of Food
There has been no complaint from the participants regarding quality and quantity of
foodstuff; provided with cookies and tea during lunch and refreshment breaks. There has
been Chicken Korma, Rooti, Salad, and Cold Drink in the menu for lunch.
AD-LG&CD arranged to prepare the foodstuff with the material provided at his own choice,
for three days where as for the remaining period, lunch was provided as packing stuff.
5.3 Seating arrangement
As the District Council Hall is equipped with quality furniture items (Durable Cushioned
Chairs, moveable tables); there has been no problem to develop the seating arrangement in U
– Shape (Most suitable for training workshop). Therefore, participants and trainer(s) have

been in very much comfort to interact with each other during the proceedings of the
session(s).
5.4 Stationary Items
Bags, as provided by the WPS – Office, Lahore, well before the start of the training sessions;
have been provided with the Handout, fine quality-writing pad and ballpoint to the
participants as training material.
White Board was arranged by the ADLG – Office, from the office on Awami Welfare
Organization (an NGO) at Layyah. So, it was used to hang pictorials, presentations and
according to the need as per session.
Officials at ADLG – Office, Layyah, arranged to provide necessary stationary items as and
when requested. Therefore, session proceedings done nicely.
5.4 Present/Absent Participants
At this point, we analyze the attendance ratio and absentees with respect to the invitation
letters sent, pursuance on the part of the AD-LG&CD, Layyah and support to motivate to get
the willingness of participants to attend the session.
i. Formally, as discussed with the participants during the session, invitation letter was sent
to them to attend the training session with no emphasis on the importance of the training
to attract the participants in the session.
ii. It has been observed as per view point of the coming participants that no vigilant
pursuance has been done by the AD-LG&CD to meet with the objectives to attract the
participants in the training as determination showed in the orientation session in
presence of the Finance Director – Local Government, Punjab.
iii. Through the following statistics, it can be analyzed that attendance could be enhanced,
if AD-LG&CD would have taken keen interest: -
a. AD-LG&CD Layyah planned three sessions comprising to participants from
union councils in three thesils for each session. There are three tehsil(s): Layyah,
Chobara & Karor Lal Eesan, of district Layyah. There are 44 union councils in
three tehsils. Sessions are planned in the following way: -

b. The attendance of the participants Nazims and Naib Nazims is observed in the

c. The over all attendance has been 57.41 % where as 70.00 % Nazims and Naib
Nazims completed training (either attended day-01 or day-02 session) leaving
26 as left over (neither attend day-01 nor day-02 session).
Flash Report on Attendance/Participation of Nazims and Naib Nazims in the
training session is enclosed as [Annexure – A], for perusal please. List of
Absentees treated at Left-Over can also be viewed as [Annexure – B].
5.5 Arrangement of Media Coverage
The responsibility to arrange media coverage on the proceedings of the sessions was
supposed to be performed by the AD-LG&CD, Layyah; as sufficient resources were allocated
in budget of the session. But no step in a coherent way was taken to invite the High-Ups in
the District either at the opening or at close of the session(s).
Only in the session # 01 at Day – 02, Official from Information Department was called for; in
result to which nominal coverage in the local print media was given. [Annexure – E]
AD-LG&CD, Layyah himself grace the occasion at close of the session 1st
; and distribute the
certificates to the participants. For the remaining sessions, he didn’t even bother to come in
the session.

6. Note on Collaboration with LGCD to Conduct Training
AD-LG&CD – Layyah has been cooperative only to the extent in doing logistic
arrangements. He took keen interest to ensure necessary arrangement be done timely. We
have been very comfortable in conducting the session smoothly. He has been in close touch
and deputed his officials available all the time to carry session proceedings trouble free.
The overall coordination from the AD-LG&CD has been very poor and unacceptable,
exercising undue influence on us to fulfill his ulterior motives as explained below by
portraying some opportunistic events: -
i. At the close of the 2nd
session, AD-LG&CD – Layyah got signature of LM & RA
regarding receipt of TA/DA Cheques to them but he withheld the same and refused to
sign these cheques as informed by the official named as Mr. Yaseen, ADLG – Office,
Layyah; after elapse of two hours (at 07:00 p.m.) from exit of the session hall.
ii. Due to some grievances between operating staff of the AD-LG&CD – Office, and AD-
LG&CD – Layyah; we have to face difficulties at the close of the session and wait for
three hours to initiate the process to deliver cheque(s) to Nazims and Naib Nazims on
account of DSA and TA/DA.
iii. In regard to payments made to Nazims and Naib Nazims, AD-LG&CD – Layyah
showed his annoyance and refused to sign attendance as well as payment sheet for the
reason as explained to Mr. Sajjad Haider, Provincial Project Manager – WPS, Punjab;
vide telephonic conversation on 02-06-2007. Briefly speaking, AD-LG&CD – Layyah
wanted to make payment to a lady councilor not attended the session. This intention
was not acceded to.
iv. At the close of the 2nd
session on 31-05-2007, the conduct and behaviour of Mr. Atta
Hussain, AD-LG&CD – Layyah has been very rude, in re-action of not fulfilling his un-
justified desire, which was against the guidelines as envisaged in the Training Plan –
2007 and standing instructions of Mr. Iftikhar Ali Toor, Director Finance – DG Office,
Lahore, as advised by him in the orientation meeting held at Multan, on 19-05-2007.
Brief of the opportunistic events are explained here as under: -
a. At the close of the 2nd
session at 1:15 p.m., the undersigned personally requested to
AD-LG&CD – Layyah (sitting in the office of the UC, nearby the session venue) to
come in the Hall and deliver certificates & cheques for DSA and TA to the
participants. He did not take notice and indulged in Gup-Shup with his friends there.
We had to wait for four hours to start the proceeding to deliver cheques and
distribute certificates to the participants.
b. About 12:00 p.m., Mr. Yaseen, the clerk of AD-LG&CD – Office, deputed by the
AD-LG&CD, to assist in finalizing payment sheet and cheque preparation, vanished
from the venue. We had to face and answerable to the participants for the delay
tactics played by the officials of AD-LG&CD – Office. AD-LG&CD, sitting in a

side by room, did not respond to our repeated request to initiate the process of
payments etc, and he left us alone to face the angry behaviour of the participants in
the hall.
c. At 4:00 p.m., Mr. Yaseen appeared in the hall with the cheque-book to finalize the
payment. We (LM and RA) helped him to finalize the payment process as quickly
as possible. Before to deliver the cheque(s) to the participants, I requested to Mr.
Yaseen to get the Payment Sheet as well as Attendance Sheet signed by the AD-
LG&CD (sitting in the near by UC Office) alongwith the cheques to be issued to the
participants as per payment sheet. But Mr. Yaseen only managed to get the cheques
(to be issued to the participants) signed by the AD-LG&CD; came in the Hall and
said, “AD-LG&CD would sign the payment sheet and attendance sheet, later on”.
We requested to AD-LG&CD to grace the occasion and deliver the cheques and
distribute certificates to the participants; but he did not even bother to answer the
request. In order to finalize the process as early as possible, we completed the event
at about 5:00 p.m.
d. During the course of delivery of cheques to the participants, Mr. Khuda Bukhsh,
Official at AD-LG&CD Office, handed over a CNIC and UCC of some female
councilor named as “Shugfta Parveen” as appeared on the CNIC, to the undersigned
and passed the orders of AD-LG&CD to make payment of DSA and TA of
Rs.2,000/= to her. He also passed the orders of AD-LG&CD, to make the payment
of DSA and TA to Dr. Javed Iqbal, Nazim, UC # 35, for the day he remained
absent. On scrutinizing the matter, it is stated that: -
- Mst. Shugfta Parveen did not come to the session even for one minute during
two days of the session. Therefore the orders of the AD-LG&CD to fulfill his
un-justified were not acceded to.
- Dr. Javed Iqbal, Nazim, UC # 35 attended the session only for day – 01;
therefore, DSA and TA for one day was recommended and paid.
- Mr. Yaseen exercised undue influence and threatened to withhold TA/DA to us
(RA and LM), if un-justified desire of AD-LG&CD is not fulfilled. But we did
the job as per guidelines envisaged in Training Plan – 2007.
e. At 5:00 p.m., after completing the task of delivery of cheques and distribution of
certificates to the participants, I requested to Mr. Yaseen to get the Attendance and
Payment Sheet signed by the AD-LG&CD (sitting in the nearby UC Office) and
provide a copy to the undersigned so that session report be sent to WPS – Office,
Lahore, with in the stipulated period of time. After some moments, Mr. Yaseen
appeared in the hall and said “AD-LG&CD has left the premises and refused to sign
the payment sheet, attendance sheet and cheques for RA and LM”. Earlier to that,
Mr. Yaseen got our signatures by trick on payment sheet as cheques for TA/DA
received by us. We did the same in good faith.
f. After having above response from AD-LG&CD – Layyah, the undersigned enquired
about the attendance and payment sheets pertaining to session – 01; it was told that
the same were left as unsigned by the AD-LG&CD – Layyah for the reason best

known to him. Upon that, the undersigned requested to Mr. Yaseen to approach to
the AD-LG&CD (either in office or at his residence) to complete the above
requirements and handover the sheets to the undersigned before to leave the station
for home.
g. After leaving from the Hall, for the next three hours, the undersigned had been in a
fix due un-acceptable behaviour of AD-LG&CD – Layyah and his team members
as: -
- About 06:00 p.m., the undersigned made a call to Mr. Yaseen to get the
requirement completed. The undersigned was told that AD-LG&CD – Layyah
was neither at his residence nor in office. After fifteen minutes break, on doing
call to him, the undersigned was told that “He (Mr. Yaseen) was waiting for
AD-LG&CD at his residence to get the task completed”. Upto 07:00 p.m., on
making mobile calls twicely, to Mr. Yaseen; the undersigned was replied with
the same answer. After 07:00 p.m., Mr. Yaseen turned his mobile as “Powered
Off”.
- After that, on mobile pone, the undersigned made a contact with Mr. Yousaf
Kaleem, Project Manager, AD-LG&CD – Office, Layyah, to get some contact
number of AD-LG&CD – Layyah. He informed that, “AD-LG&CD – Layyah is
residing in a factory situated near Chowk Azam”. He advised to get contact
number through PTCL 17 Enquiry. After doing some effort, the undersigned
succeeded to know the land line number as 0606-412600 to have contact with
AD-LG&CD – Layyah. On doing call through mobile at the above number; the
undersigned was informed by the operator at factory that, “AD-LG&CD –
Layyah is sleeping and we can not disturb him”. He advised to make a call after
fifteen minutes. Again, on doing the call; his answer was same. After that, on
having contact, the factory operator did not pick the call.
- About 7:30 p.m., the undersigned again tried to contact with Mr. Yaseen.
Eventually, the picked the number and told that, “I am waiting for AD-LG&CD
– Layyah at his residence but he is yet to reach there”. One can easily infer the
story between the lines.
- About 08:00 p.m., at the Bus Stand – Layyah, when the undersigned was about
to leave for home; Mr. Yaseen appeared in the Jeep of AD-LG&CD – Office,
with the driver Mr. Nawaz, and showed the payment & attendance sheets for
both sessions, saying that, “AD-LG&CD – Layyah is annoyed with you for not
obeying his orders on not making payment to the above said Nazim and Lady
Councilor Mrs. Shaugfta Parveen. Therefore, he refused to sign each and every
document that was presented to him”.
- The undersigned got the photocopy of the sheets on the spot, and handed over
the same in original to Mr. Yaseen; then said Good-Bye to him.
h. Again, on 04-06-2007, Day – 01 of session 3rd
, Mr. Yousaf Kaleem, Project
Manager, AD-LG&CD – Office, Layyah coordinated with us at Karor Lal Eesan.
AD-LG&CD – Layyah did not visit to the session. The undersigned requested to
Mr. Yousaf Kaleem to have contact with AD-LG&CD – Layyah but the request was

turned down by saying that, “AD-LG&CD – Layyah is annoyed and doest not want
to talk to the undersigned”.
i. Again, on 05-06-2007, at close of the final session, AD-LG&CD – Layyah did not
come to the venue, left the attendance and payment sheets unsigned as well as
cheques to RA and LM.
j. As attendance and payment sheets remained incomplete; therefore, payment of DSA
and TA to Nazims and Naib Nazims was not made due to unacceptable and
irresponsible behaviour of AD-LG&CD – Layyah.
v. These unpleasant incidents, clearly reflect that AD-LG&CD – Layyah: -
- Misbehaved and committed misconduct
- Showed no discipline and sense of responsibility
- Exercised undue influence to fulfill his ulterior motives
- Made an attempt to misuse of Government funds.
This clearly attracts the Removal from Services (Special Powers) Ordinance – 2000.
Therefore, Assistant Director – LG&CD, Layyah may be dealt with accordingly.
Flash Report on Financial matters is attached at [Annexure – C], for perusal please.
Then matter was brought into the notice of Mr. Iftikhar Ali Toor, Finance Director, DG –
Office, Lahore, on 11-06-2007 during his visit to Multan. The Director Finance passed the
instructions to AD-LG&CD, Layyah to settle the grievances and finalize the account as early
as possible. In spite of his clear instructions, after elapse of 11 days, on 22-06-2007, again on
pursuance the matter by the Director Finance – Lahore, the AD-LG&CD, Layyah agreed to
finalize the matter; in result to which vouched account was prepared on 23-06-2007 (RA
visited to Layyah) accordingly.

7. Gaps & Deficiencies in Management, Implementation & Module
7.1 Management
As for as managing logistics, transfer of funds, doing arrangements in the hall and struggle to
provide conducive working environment in hall; there has been no deficiency either on the
part of WPS – Office, Lahore or in the field. Ingredients are arranged so nicely as evident that
such arrangements are done well before the utility to expire.
Coordination level has been very poor on the part of AD-LG&CD regarding meeting
financial obligations, use of funds in a transparent manner. WPS – Team has to face undue
influence and delay tactics played by the counter-part in desperate of not fulfilling ulterior
motives.
7.2 Module
Session planning, module development has been fair. It has been discussed above in the
module section.
7.3 Implementation
As for as District Layyah is concerned, program implementation has been satisfactorily as the
sufficient time gained between orientation and start of the training sessions in the field. There
has been so significant deficiency regarding implementation of the program.
We must say, that on evaluation of the training, the participants’ commitment and
determination to keep on focus on involvement of women on equal basic has been splendid
and through a ray of light to change of positive behaviour in true essence of team work in
their Union Council

8. Suggestions and Recommendations
 About 30% absenteeism from the training sessions; could have been reduced, if the
participants are engaged through District Coordination Officer to ensure their
presence in the sessions at any cost.
 Such training sessions should be arranged as early as the election process is
completed and the office bearers take the charge in their respective councils. At that
instant, joint training sessions of (for male and female) councilors should be arranged
on Local Government System as well as on the topic in focus.
 In order to improve the coordination level between the training team and the officials
of LG&CD Department on the scene; genuine grievances be addressed promptly for
smooth functions so that one party could not suffer a lot.
 Rate of DSA and TA to participants has been on the very high side. As training is the
part and parcel and legal obligation under LGO – 2001; therefore, it is no need to
make DSA payment to participants even to attract them for learning. However, if it is
deemed necessary, there should be only as a token of money to cover the traveling
expense only, of the participants.
