It is essential to have a clear method based in legislation and regulations, as well as strategies for advancement of the entities. 3. We must have a clear diagnosis and know about the base- line level of the entities to be able to measure the impact of the strategies developed. CONCLUSIONS 4. As important as the development of procedures and services, are the escort and technical assistance to entities for the ownership and the transformation of the organizational culture of the same. 5. We need to establish communication strategies and consistent to reach the citizens and to promote the use of the procedures and services performed. 6. The Online Government is a collaborative effort of all state agencies as a whole, does not depend on a single entity. Is the responsibility of all society. 7.
