The 18th amendment to the Pakistani constitution in 2010 decentralized the education system, shifting legislative and executive authority for education policy, curriculum, textbooks, and standards from the federal to provincial governments. This included removing education from the concurrent legislative list and giving provinces autonomy over education planning, policymaking, and administration of public schools and colleges. The amendment also established the right to free education for children until age 16 and led to reorganization of provincial education departments and directorates.
