WaaP: implement mock up of the reload button
Background of the project: we are planning to productionalize the Webium
and eventually replace the entire top chrome by a web view (instead of
c++ view). This chain of CLs aim to implement a web view version of a
small component (reload button) and collect traces and metrics for
further analysis and improvement. More details can be found from this

[SharedDictionaryManager] Add virtual HandleMemoryPressure
MemoryPressureListener will be migrated from a callback-based API to an
interface-based API. In this world, SharedDictionaryManager and its
derived class SharedDictionaryManagerOnDisk is an issue, since they
would both derive from the same base class, leading to a diamond
inheritance pattern. This would make the registration of the
MemoryPressureListener ambiguous.
The new virtual function can be implemented by
SharedDictionaryManagerOnDisk to piggy-back on the notifications sent to
SharedDictionaryManager.

This CL adds the basic WebUI framework for a new
chrome://reload-button.top-chrome page. This page will eventually
contain a WebUI version of the reload button. This is part of a WaaP
project which use WebUI for browser components with the initial goal of
collecting performance metrics and conducting trace analysis.
This CL only includes the necessary boilerplate and placeholder
components. The actual reload logic and UI will be implemented in future
CLs. All changes are behind the `kWebUIReloadButton` feature flag.

[FSA] Enable the fix to FileSystemAccess API that disallows accessing a path via outdated permission
The following 3 flags are all part of a single fix to the attached
security bugs (same cause): when a path pointed by FileSystemAccess
handle is removed via `handle.remove()`, its "read" permission is still
retained internally, which leads to potential cross-origin access issue.
- `FileSystemAccessMoveWithOverwrite`
- `FileSystemAccessRevokeReadOnRemove`
- `FileSystemAccessWriteMode`

[Win] Always copy when d3d image backing & consumer device varies.
VideoFrame backed by WebGPU offscreen canvas is using shared d3d11
texture without keyed_mutex. Make sure ProduceVideo behaves the same
for WebGL canvas and WebGPU canvas when consumer device is different for
shared image encoding, instead of handling that at call site of
ProduceVideo.

WebNN: Align tensor limits implementation with spec
This CL aligns the tensor limits setting in
`WebNNContextImpl::IntersectWithBaseProperties` with spec, especially
for scalar operand limits that was fixed by spec PR [1].
The change includes:
1. argMin/Max doesn't accept scalar input and output data types except
int32 and int64 [2]
2. batchNormalization doesn't accept scalar input [3]
3. concat doesn't accept scalar input [4]
4. conv2d/convTranspose2d only accept floating-point input data types
[5]
5. softmax doesn't accept scalar input [6]
6. split doesn't accept scalar input [7]
Pad [8] and slice [9] support scalar input as a no-op. This CL
replaces pad or slice having scalar input with an identity operator at
MLGraphBuilder to unify the behaviors across backends.

Refactor backup edge-to-edge insets
This change integrates the tappable insets directly into the
EdgeToEdgeController and EdgeToEdgeLayout, out from the back up insets
logic. Now, only the mandatorySystemGestures() insets will be considered
"back-up" insets, tappableElements() insets will always be used along
with navigationBars() / systemBars().

Session restore infobar should not show after setting changed
Make sure when settings are changed for session restore, no new infobar
is displayed. Also added tests.

Use WindowBoundsChangeDetector to dismiss popups on resize
Popups, such as the extension menu, were not dismissing when the
application window was resized. This could lead to the popup being
incorrectly positioned relative to its anchor view.
This change introduces `WindowBoundsChangeDetector`, a new utility class
that observes a given view for layout changes. If a change in the view's
width or height is detected, it executes a provided callback.
`AnchoredPopupWindow` now uses this detector to dismiss itself. A new
builder option, `setDismissOnScreenSizeChange(true)`, has been added.
When enabled, the popup window registers the detector on its root view
and will dismiss itself when the view's bounds change.

Refactor FrameMetadataMutationObserver using templates.
This change introduces `MetaTagsObserverTraits` and
`PaidContentObserverTraits` to encapsulate type-specific logic. The
`MetaTagsMutationObserver` and `PaidContentMutationObserver` are
replaced by a single templated class,
`FrameMetadataMutationObserver<Traits>`, reducing code duplication.
