This enables testing of qmltc with QT_NO_CAST_FROM_ASCII.

According to QUIP-18 [1], all module files should be
LicenseRef-Qt-Commercial OR LGPL-3.0-only OR GPL-2.0-only OR GPL-3.0-only
or
LicenseRef-Qt-Commercial OR GPL-3.0-only
LGPD and non-LGPL licenses should not be mixed in a
given directory.
The files in this patch are the only ones in their directory
with non-LGPL license.
The license is changed to that of the other module files
in the same directory.

Replace the current license disclaimer in files by
a SPDX-License-Identifier.
Files that have to be modified by hand are modified.
License files are organized under LICENSES directory.

The emulation detection has been usable only on qtbase tests, move it to
QTest so that it can be used in other modules as well.
