This PR adds October 2025 community data and introduces conditional rendering for empty team stars along with UI improvements for content scrolling.

- Implemented conditional rendering to hide Team Stars section when no data is present

Summary
Each month, to create a new spotlight for a given month, I just have to submit a month-year.json file, and set that given month to default on the community landing page. This PR pushes a new spotlight for October 2025!
