This aims to more reliably catch out of order output, particularly for paired-end reads. When this test data is used without the
issue19fix for out of order output, test cases 06 and 09 will almost always both fail, and I saw at least one of them fail in all ~20 retries I attempted. All tests pass with this test data +issue19changes.
