DSCO Fetcher: Hacking at a few scripts to regularly fetch publications by DSCO, and populate a database for publishing to the web, newsletters, etc.

Current contents: -scholar_fetcher.py - retrieves google scholar alert emails from a dedicated dsco_publications gmail address, parses alert html for storign to db, deduplicates
