Unfortunately you cannot anymore since 0.4.2, we decided to remove partially translated text from the game temporarily, as dev has stopped the translation project, the game is not yet completed and people kept complaining that translation is not complete when the game's not yet finished
It will be reopened and resumed when the game will be nearing it's finished state
