First of all, install and enable this module as you would normally do with any other Drupal contrib module. Then, if your site uses CKEditor, it is recommend to add a button in the toolbar to let editors create a new Tooltip with a few clicks of the mouse.
Here's a screenshot of the editor configuration you should have at the end of this process:

- Go to Admin > Configuration > Text format and Editors
- Select the desired HTML editor (e.g. usually full_html
- Drag and drop the Tooltip button in the editor toolbar

- Scroll down and activate the Tooltip filter by checking the box
- Save the configuration
Done! Your content editors can access the Tooltip button in the WYSIWYG now.

NB: CKEditor4 is the only editor currently supported out-of-the-box.
