Allegedly sought sexual favours from Majors wife
Lucknow: The Armed Forces Tribunal has directed the Army to hold an inquiry into
the conduct of Lt Gen_Arvind Singh Rawat (retd) who, as commanding officer in the
rank of a Colonel, had summoned the wife of a Major serving under him and made
sexual innuendoes allegedly suggesting that she comply to ensure good posting and
promotion forher husband.
A bench of Justice D P Singh (retd) and Air Marshal Anil Chopra (retd) has directed
the Army to proceed against Lt Gen Rawat who retired a year ago and complete the
exercise within six months.
The Lucknow bench of the tribunal was hearing a petition filed
by Lt Col Harshwardhan Singh of the Army Ordnance Corps. Lt
Col Singh said Lt Gen Rawat, of the same corps, gave him an
adverse annual confidential report after Singh complained
against him to a superior officer for the indecent remarks against
his wife.

The materials placed on record establish beyond doubt the
malafide intent of Lt Gen Rawat, commandant, College of
Material Management, Jabalpur; to' oppress and persecute the
applicant. To call an officer to his office was his right, but it was
highly irrational on his part to call the applicant with his wife
during office hours and deliver a prolonged diatribe tinged with
sexual innuendoes, the bench observed.
By not holding any enquiry the Union of India, chief of Army
staff and GOC-in-C, Central Command, Lucknow failed to
discharge their duties and protect the dignity of an officer of the
Indian Army and his Wife, the bench said, adding Lt Gen Rawat
seems to be in the habit of indulging in such misdemeanor.. and
there are reportedly six-seven complaints about remarks
tinged with sexual innuendoes. The tribunal wondered how a person with such track
record was allowed to rise to such high rank.
Directing the Army the bench said, It is hoped that those at the helm in the Army
shall frame such mechanism keeping in view the guidelines contained in the case of
Vishakha (supra) and existing penal law for conducting such proceedings in camera
in case any complaints are received by ladies against any of the otlicers of the Army

New Delhi: In yet another sexual harassment case in the predominantly male
environs of the armed forces, a young woman Army officer has accused her
commanding officer of sexual misconduct and making extremely lewd remarks aimed
at her:
'The womans father has now written to defence minister Manohar Parrikar accusing
higher oficers of not taking actions against the accused, a colonel, and instead
rewarding him with a plum posting despite the complaint being filed almost two
months ago.
The 26-year-old woman, who had participated in the Republic Day parade to
showcase Naari Shakti' in the armed forces this year; was facing sexual harrassment
ever since she was posted as a 'captain at the Alwar military station over six months
ago.
Despite the complaint against the colonel having been filed two months ago, the
committee on sexual harassment at the Workplace apparently met only earlier this
month. But it did recommend necessary action against the accused.

A known fire-bomber with an unabashed
antipathy to Indias ruling Congress party,
Subramanian Swamy has now apparently
trained his ire at the IAFs $12-billion M-
MRCA fighter deal.
Swamy, officially leader of the Janata
Party, but best known for years as a
voluble and dogged government baiter on all
matters graft, says he has written to
Indian Prime Minister Dr Manmohan Singh
making some very dramatic allegations. The
letter (full text in image above) was
written on April 29, two days after the
dramatic M-MRCA elimination. Like all his
letters, this one says that it draws on
inside information from within the

My sources indicate that the pre-determined decision to favour the French
aircraft [Dassaults Rafale] was the outcome of several conversations between
the wife of French President Ms. Carla Bruni and the Chairperson of the
National Advisory Council Ms. Sonia Gandhi, and surprisingly also with two
foreign nationals who are the sisters of Ms. Sonia Gandhi.
The operative part of his letter goes: Based on some credible information
given to me on the conversation between Ms. Carla Bruni and Ms Sonia
Gandhis sisters, there has been an agreement of the French to pay a hefty
bribe for favouring the purchase of French aircrafts.

Subramanian Swamy has taken the name of Congress President
Sonia Gandhi, claiming that she had rigged M-MRCA Deal for Rafale.
