Constitution and By-Laws

HOMO ENVIRONMENTAL RESEARCH OPERATION (HERO CLUB)

D’ Campus Green Formula

PREAMBLE

We, the members of the HERO Club, do hereby establish this constitution in order to
facilitate the enjoyment of go and full access by students at the North Central Mindanao
College to this rewarding organization.

ARTICLE I: NAME & PURPOSE

Section A: Name – The name of this club shall beHOMO ENVIRONMENTAL


RESEARCH OPERATION (HERO CLUB) D’ Campus Green Formula in North Central
Mindanao College.

Section B: Purpose – The purpose of this club shall be:

1. Provides access to higher education opportunities that enable students to develop


knowledge and skills necessary to achieve their professional goals, improve the

productivity of their organizations and provide leadership and service to their
communities.

2. To create content that educates, informs and inspires.

3. To inform and educate students about issues concerning the environment.

This organization shall abide by all applicable rules and regulations of the
University and under the privileges as granted by the Office of Vice President of Student
Affairs and Deans. This organization shall also abide by the rules and regulations of the
College and the Board of Trustees as stated in the North Central Mindanao College
Student Handbook and the statement of Rights and Responsibilities of Registered
Student Organizations. Hazing and harassment practices by the organization shall be
prohibited.

ARTICLE II: MEMBERSHIP

Section A: Eligibility - Membership shall be open to all enrolled students in North


Central Mindanao College taking Bachelor in Secondary Education Majoring in Biology
from First Year to Fourth Year.

Section B: Membership Fee – A membership fee shall be fifty pesos (PHP50.00)


upon entry in the organization.

ARTICLE III: OFFICERS

Section A: Officers – The officers shall be a President, Vice-President, Secretary,


Treasurer, Auditor, P.I.O, Event Coordinator, Sgt.@ arms and Faculty/Staff Advisor.

Section B: Eligibility – Officers must be a bona-fide students of North Central


Mindanao College taking Bachelor in Secondary Education Majoring in Biology from
First Year to Fourth Year.

Section C: Election – The officers shall be elected by ballot at the last meeting of
the second semester by a majority of the vote cast for that office. The President will
take nominations from the floor and the nomination process must be closed and the
movement seconded. The nominated parties will be allowed to vote. In the event
that one or more officers vacate their positions, emergency elections may be held as
early as one meeting after an official notification of intent to hold emergency elections
has been given.

Section D: Removal - Any officer of The HERO Club in violation of the organization's
purpose or constitution may be removed from office by the following process:

a. A written request by at least two members of the Organization.

b. Written notification to the officer of the request, asking the officer to be present
at the next meeting and prepared to speak.

c. A two–thirds (2/3) majority vote is necessary to remove the officer.

Section E: Term – The officers shall serve for one year and their term of office shall
begin at the commencement of the first semester.

Section F: Vacancy – If a vacancy occurs in the office of President, the Vice-


President shall assume the office for the remainder of the term and vacancies in any
other office shall be assumed by selected officers.

ARTICLE IV: DUTIES OF OFFICERS

Section A: President – it shall be the duty of the President to:

 Preside at meetings

 Vote only in case of a tie

 Represent the club

 Serve as an ex-officio member of all committees except the nominating
committee

 Perform such other duties as ordinarily pertain to this office

Section B: Vice-President – It shall be the duty of the Vice-President to:

 Preside in the absence of the President

 Serve as chairperson of the Program Committee

Section C: Secretary – It shall be the duty of the Secretary to:

 Record the minutes of all meetings

 Keep a file of the club’s records

 Maintain a current roster of membership

 Issue notices of meetings and conduct the general correspondence of the club

Section D: Treasurer – It shall be the duty of the Treasurer to:

 Receive all funds and process Request for Payment, Deposit Slip, and Officer

Signature Forms.

 Keep an itemized account of all receipts and expenditures and make reports as

directed

Section E: It shall be the duty of the Auditor to:

 Audit all funds collected by the treasurer.


 In the absence of the treasurer, he/she will be the one authorized to collect
money and present liquidation of the possible expenses.

Section F: Public Information Officer - Public information officers must be


consist of at least two officers and they must gather facts and distribute them
to the media.

Section G: Event Coordinator- must have detailed planning and organization skills.
He makes arrangements for all club activities including dinner events or parties,
special events, annual meeting or conferences, open houses, receptions or social
mixers to attract new club members. His planning activities include developing the
event's program, including when and where to hold it and managing costs. He also
may schedule special fundraising events for the club or outside charitable
organizations. He oversees the club's social activities and happenings.

Section H:Sgt. @ Arms- Sgt. @ Arms must be consist of at least two officers and they
will be the peace advocate and serve as protecting officers to develop peace and
harmony among other members.

Section I: Faculty/staff Advisor- The role and duties of the faculty/staff advisor shall
include attending meetings, providing counsel to the organization’s officers, etc.

ARTICLE V: MEETINGS

Section A: Meetings – Regular meetings shall be held twice a month during the regular
school year. It shall be every first and fourth Sunday of the month and the time will be
3:00pm-5:00pm. Meetings at which official club business is conducted shall follow the
procedure set forth below.
a. Attendance
b. Report by the President
c. Presentation of any new business put forward by the members of the club
d. Votes on any new business
e. Dismissal by the President

Section B: Special Meeting – Special meetings may be called by the President with
the approval of the Executive Committee.

Section C: Quorum – A quorum shall consist of a majority of the members and may
decide any question at the meeting except those matters for the organizational goal
requires the affirmative vote of 2/3.

ARTICLE VI: EXECUTIVE COMMITTEE

Section A: Responsibility – Management of this club shall be vested in an


Executive Committee responsible to the entire membership to uphold these bylaws.

Section B: Membership – This committee shall consist of the officers as listed in


Article III and the faculty advisor.

Section C: Meetings – This committee shall meet at least once between regular
meetings of the club to organize and plan future activities.

ARTICLE VII: ADVISOR

Section A: Selection – there shall be one faculty/staff advisor who shall be


selected for the HERO Club.

Section B: Duties – The responsibilities of the faculty advisor shall be to:

 Maintain an awareness of the activities and programs sponsored by the


student club.

 Meet on a regular basis with the leader of the student club to discuss

upcoming meetings, long range plans, goals, and problems of the club.

 Attend regular meetings, executive board meetings as often as schedule


allows.

 Assist in the orientation of new officers.

 Explain and clarify campus policy and procedures that apply to the club.

 Provide direction in the area of meeting facilitation, group-building, goal

setting, and program planning.

 Assist the club treasurer in monitoring expenditures, fundraising activities, and
corporate sponsorship to maintain an accurate and up-to-date account ledger.

 Inform club members of those factors that constitute unacceptable behavior on

the part of the club members, and the possible consequence of said
behaviors.

ARTICLE VIII: FINANCES

Section A: Banking-the Treasurer is to set up a bank account in the club name.


Any cheques or withdrawals should require signatures from Treasurer, and
countersigned by the President and the Advisor of the organization. When a new club
official with the authority to sign cheques is appointed, the bank must be notified
immediately and a new bank mandate must be completed.

Clubs should have two budgets for their fiscal year: an administration budget
and an activities budget. The administration budget finances the club’s administrative
costs. It should come from the membership dues and donations from other parties or
officials intended for the enrichment and production of the organization purposes.
The activities budget finances the club’s activities and projects. Its income should
come from special fundraising projects held by the club in the community. Income
from the club’s fundraising projects cannot be used to defray the club’s
administrative costs, even if the club advertises that funds raised will be used for the
club’s own purposes. The club can, however, deduct the direct operating expenses of
the fundraising project from the funds raised.

Section B. Dues-Any withdrawals from the organization’s account shall be signed


by the Treasurer of the organization and countersigned by the organization’s
President and Advisor upon approval of the Executive Committee.

Section C Dispersal of Funds-When a new club officials are appointed, the ex-
officioof the organization will orient the newly appointed officials with regards to the
financial authority before endorsement of the organization account.

ARTICLE IX: AMENDMENTS

Section A: Selection – these bylaws may be amended by a two-thirds (2/3)


majority vote of the chapter membership.

Section B: Notice – All members shall receive advance notice of the proposed
amendment at least five days before the meeting. [The time may be extended to the
following meeting.
