1. TITLE
Method Statement for Excavation
2. SCOPE OF WORK
2.1 General Description
This method statement describes the minimum work requirement on excavation to be under
taken for TS-2 Improvements & water park utilities project. And to ensure that during the entire
execution stage the work is done in line with good engineering practices and is compliance with
engineering standard practices, RC specifications and relevant specification codes.
2.2 Plant and Equipment's
Equipment's is primary in excavation of this project, and labours assist equipments.
Equipment's will be mobilized to site refer to Table-A.

2.4 Site Planning & Preparation
• Before commencing work a site supervisor will be assigned as responsible for the activity
covered by this method statement. A site specific briefing on this method statement, risk
assessment and the emergency procedures will be provided to all operatives and a briefing
register will be signed. A copy of the method statement and emergency procedures will be
kept on site in welfare facilities. A start card will be prepared, briefed and understood by all
prior to start of any work activities.
• A survey will be carried out to identify existing ground levels and results will be submitted to
the RC for review. Temporary benchmarks will be established, the location and formation
level of the excavation will be determined and outline of the excavation will be marked on the
ground.
• Location near existing utilities if any will be excavated manually.
• Ensure excavator operator is briefed by an excavation competent person prior commencing
digging activity.
• The certification of all equipment operators will be checked to ensure they have the correct
training for the equipment required for the work.
• Adequate number of manpower required for the work should be in the site and available
tools & materials needed must be at all times ready.

2.5 Work Methodology
2.5.A Excavation Procedure
• All required permits if any, necessary to execute the work shall be secured and should be at
the hand of the competent person assign to the job and ensure that all the equipment's to be
used must pass the safety inspection requirements.
• The size and depth of the excavation shall be in accordance with the contract drawing.
• Conduct a survey and mark the location of the area to be excavated and ensure allowance
will be provided to have enough working space between the foundation to be constructed
and at the edge of the bottom of excavation for the workers and for the forms, bracings &
supports to be installed.
• In marking (layout) the excavation limits, additional area will be considered to accommodate
the sloping/benching of the sides of the excavation to confirm Project Safety Procedure.
• Determine the depth of the excavation from the existing ground with reference from the latest
approved IFC drawing & bench marks and erect barriers(hard barricades) I warning
signboards at the work area in order to maintain proper set back as per RC safety
requirement.

• In areas where the space is limited; shoring, sheathing and bracing will be provided. And it
shall be built & designed to withstand all loads caused by earth movement or possible
surcharge loads by moving equipment used in the work.
• Where the site condition allows, the sides shall be sloped or benched. Access for the
mechanical excavator shall be provided. When heavy equipment such as backhoe, trailer
truck/dump trucks are in use, a trained person shall be assigned to execute direct traffic at
the place of the work.
• For every 7.5 meters sufficient access to workers will be provided, an lngres with handrail.
• If ground water is encountered during excavation, dewatering shall be carried out and the
underground water will be discharged directly to the existing drainage upon compliance of
the requirements and approval of Royal Commission.
• A separate method statement will be made for Dewatering Works, if required, depending on
the site conditions.
• Check the elevation to determine accurate depth and the rest assured that the required
elevation as per IFC contract drawing has been met.
• Excavated materials suitable for fill shall be transported to and placed in fill areas within the
limits of work.
• Excavated material unsuitable for fill shall be hauled away and dumped in areas designated
by Royal Commission.
• All spoil material excavated shall be kept at distance away from the edge equal to the depth
of an excavation. Barricades shall be a minimum of 1.8 m away from the edge of excavation

2.6.2 Responsibility & Supervision

Responsible for the overall execution of the project and ensure the full implementation of the
work Safety Plan in accordance with the project specifications.
• Construction Manager
Plan, organize, direct, control the execution of the work and evaluate the construction of the
work activities of the construction department under the direction of the Project Manager and
ensure that all works are carried out as per project drawings and specifications .Responsible
for assigning and giving correction instructions to civil supervisors.
• Civil Superintendent
Reporting Directly to Construction Manager Ensure that all necessary permits are obtained
prior to commencing the work. Responsible for supervising, monitoring and carrying out
instructions and assigned tasks in the field and ensure that all work are carried out by the
respective civil field Engineer following per project drawings and specifications.
• Field Engineer
Responsible in leading and undertaking the work together with his team of workers as per
approved for construction drawings and specifications.
• Quality Control Engineer
Responsible for inspecting and testing to make sure all the material and works are according
to the project specification and approved IFC drawing.
• Safety Officer
Implementing project safety procedures. Ensure that all workers shall be aware and
alert and comply requirements at all times and that all personnel have been on safety
environment and emergency procedures. Ensuring that activities on site meet with the
project HSE plan. Identifying accidents and near misses; and advising on preventive

• First Aid kit will be provided on site at all times for light injuries.

• In case of encountering unknown or hazardous materials, the safety manager shall be
informed immediately.
• All equipment shall be certified and in good working condition.
• All personnel involved in this task shall wear safety helmets, safety boots, and safety glassed
and cover all.
• Good Housekeeping shall be practiced.
• Flagmen, wearing distinctive vests shall be assigned to help
operators maneuver their equipment especially when
reversing and in tight situations.
• The required consolidated permit to work shall be obtained
prior to commencement of work.
• Trained operator or banks man shall be engaged to control
or operate heavy equipment machine. Equipment operators
shall possess the required licences and certificates.
• All welfare facilities shall be part of the temporary site facilities available on site, including
rest shelters ablution units potable water tank, etc.
• Heat stress arrangements to be implemented and adopted during the execution of the works.
3.4 Safety toolbox
The following safety measures will be applicable from the commencement of removal activities
and will be regularly monitored by HSE personnel:
• The site driving rules are mandatory.
• No person shall operate plant or equipment unless they have been trained, certified and
authorized to do so.
• No work activity will commence unless suitable lighting for the task is available.
• START card shall be filled out be any on site activity.

4. ENVIRONMENTAL ISSUES
4.1 Environmental Impact Assessment
4.1.1 House Keeping and Waste Management.
• Housekeeping will be done on regularly basis at the end of each shift or minimum once in a
day.
• All the waste material will be segregate material wise and dispose off at land fill area
provided by the RC.
4.1.2 Oil Spillage and soil contamination
• No repair to any equipment activity will be done at site. Repairs shall only be allowed within
the work stop area.
• Oil spillage kit will be provided to dispose of contaminated soil.
4.1.3 Dust Control System
• If there is dust in the area water spray will be done at regularly basis.

4.2 Contractual Requirements
• Waste will be separate and collect separately during work and should be removed from site
prior to demobilization.
4.3 Emergency Procedures
• No chemical or other material will be used during operation which can effect on environment.
5. QUALITY ASSURANCE
5.1 Contractual requirements
• CHEC shall follow ES and H policy and procedure during the execution of the works.
• CHEC shall comply with RC Specifications Section- 02315.
• CHEC shall comply with RC approved quality procedures and inspection and test plan during
the execution of these activities.
5.2 Critical Work Activity
• Excavation near or above the existing structure or Underground utilities.
5.3 Inspection & Testing
• The CHEC, QC Engineer shall inspect the work to verify that operation has carried out in
accordance with the specification.
• The location of excavation shall be staked out as per approved drawings with elevations and
measurement of the ground surface.
• The CHEC QC Engineer shall verify location, size and depth of excavation and its bottom to
be cleaned of stones, debris unsuitable materials.
• The CHEC QC Engineer shall witness all quality control testing requirement for soil testing to
be performed by the independent approved laboratory.
• Final area is to be cleaned of debris and other construction material.

5.4 Follow-up and Evaluation
• The Construction Manager shall always monitor the work activities to check if all the safety,
environmental requirements and work procedure stated in this Method statement are strictly
followed.
• Safety Manager/Officer shall always monitor the safe working condition at site during the
execution of this activity.
• The CHEC QC Engineer to monitor the site as the work progresses.
• The Site Engineer/Foreman shall monitor all works accomplished per the technical
specification and quality requirements of the project.
