SUBJECT : Action Taken re: Complaint from PRO6 R5 FB Page

1. Reference: Radio message from C, PIDMU NOCPPO and complaint from


PRO6 R5 FB page.

2. In connection with the above reference, below is the message from


concerned citizen for evaluation and review, to quote;

 Good day sir, puidi na bala maka bulang this MGCQ time? Kay diri sa
brgy andulawan, Ilog, Neg.occ ga sige na bulang kada weekend, Headed by the
brgy captain and owner of the Cock house, brgy. captain Cabral and brothers
namely Ron et al, lihug ko pa check kay baskog na di sila sa local police sg Ilog
kag mga policticians na di silasg Ilog mun councilor, brgy andulawan captain
kagawad, usually ang cockfighting ga start by 1pm.
Ang cockfighting arena ara sa atubang sang ila ancestral house, sa sitio
tugbungan, brgy andulawan, Ilog Neg Occ.

3. Upon receipt of said complaint, LTCOL NERITO S LOBRIDO Chief PIDMU


NOCPPO directed the investigator to send Memo to ILOG MPS to address said
complaint.

4. That immediately upon receipt of the message, ILOG MPS conducted


evaluation regarding the said matter and directly conducted investigation at the alleged
place of incident.

5. Based on their reply dated June 18, 2020, at about 8:30 o’clock in the
morning of June 17, 2020, elements of Ilog MPS led by PEMS Rygie F Pigar, DCOP
together with PMSg Jerome C Baloyo-Chief Investigator, PSSg Junason P Villanueva-
Investigator, PCpl Luther G Puyogao-Patrol member and PCpl Jerameel U Pollenza-
Patrol member, proceeded to Sitio Bacotod, Barangay Andulauan, Ilog, Negros
Occidental and conducted investigation thereat.
6. That the team asked the residents of Sitio Bacotod at Barangay Andulauan
where the cockpit arena was situated and according to residents of the place, they did
not notice any cockfighting activities being held in the cockpit arena since the
declaration of Enhanced Community Quarantine (ECQ) up to the present nor did they
notice any gathering of people outside the arena.
7. That according to Barangay Captain Romar Cabral of Barangay Andulauan,
the allegation of the unnamed complainant in the viber message could probably be
attributed to political in nature since the allegation is impossible because the Barangay
Council of Andulauan strongly implements the rules and regulation in relation to COVID-
19 situation and the said allegation is a violation of social distancing.
8. That according to Freda May Alfuente y Alojipan, 23 years old, single and
resident of Sitio Bacotod, Barangay Andulauan, Ilog, Negros Occidental whose house
was situated about a hundred meters away from Gallera de Andulauan cockpit arena,
since the start of the Enhanced Community Quarantine (ECQ) on the month of February
2020 up to the present, there was no cockfight (bulang) held in the said arena nor she
heard any gathering of people engaged in cockfighting activity.
9. That Ilog MPS conducts continuous monitoring of the cockfighting activity in
the said barangay and other gathering of people in relation to any gambling activity.
