“Ang Kwento ni Rosario” is a famous blame game story in the field of health care. The story
depicts the sad reality of how the public health care system failed Rosario. The death of Rosario
calls out the violence encompassing her illness, holding the culprits accountable and acting on
the chain causes that lead to her death thus preventing more people suffering her fate.
In holding account of the culprit, let us consider the environmental factors including poor sewage
system, lack of sanitary toilet, short supply of clean water, poor housing condition and congested
population. Another factor is the socioeconomic status of Rosario’s parents which would branch
out to poor educational background and poor family planning. Knowledge deficiency led to the
disruption of proper nutrition, vaccination and overall health. Regarding the health care services,
there is lack of medicine and health workers, poor referral system, and prevalence of corruption.

and government’s lack of prioritization in the health sector.
What leads the story in despair would be, the illness causing Rosario’s death is preventable and
treatable. Discrimination, inequality, poverty and oppression of the underprivilege surfaced in
the death scene. It was just a matter of health education and primary health provision on the part
of healthcare workers. On the other hand, good governance is out of the picture. All of these
interconnected factors killed Rosario. Reduction of poverty is not possible without a strong
public health care system. Public health care system has its own cancer that needs curing.
