On 06/04/22, officers were dispatched the IR270 southbound, north of Hamilton Road for a fight
occurring in the travel lanes of the freeway. As we arrived on the northbound side, we saw a white Jeep
stopped on the left side of the northbound lanes. There was a black male on the right side of the highway on
foot. As Ofc. Vasila and I stopped with the Jeep, the black male ran across 4 lanes of travel. As he ran across,
I saw that he was bleeding from the face, had scrapes on his knees, and did not have shoes on.
I asked for a medic to be dispatched to our location to treat him. I then began speaking to him, and trying
to figure out what happened. While talking to him, I was able to smell the strong odor of an alcoholic
beverage. He told me that he had been beaten up, and that I should go catch the people that did it. He said that
the people who had assaulted him had left northbound on IR270 in a red Lexus. I began asking if he knew the
people in the vehicle, and got conflicting answers. I asked for his identification, and he initially told me that he
would give me his social security number. He asked to see his injuries, and asked me to take a picture of his
face and show him, which I did.
He then kept telling me "I am a citizen". I tried to explain to him that it did not change how he was
treated, or the fact that I needed his information. Mifflin Township Medics arrived on-scene, and attempted to
talk to the male. He was generally uncooperative with them, although they were able to eventually get a basic
set of vitals. He refused any treatment, or even a more significant evaluation in the back of the ambulance. He
at one point told Medics that the injuries were not recent, but had happened the previous day. Mifflin Medics
then cleared the scene.
Ofc. Vasila spoke to the driver of the white Jeep, Phil King. He said that he had been driving on the
freeway, when he saw two people fighting in the middle of the roadway, bringing traffic to a stop. King said
two people that were in cars stopped by the incident drew firearms, and told the two fighting to stop. The two
people stopped fighting, and moved to the side of the road. The vehicles that had stopped in travel lanes,
including the parties who were armed, then left the scene.
The two males continued arguing but not fighting, before one got in a red sedan and left northbound.
King was unable to provide further descriptions of those involved, or those who had firearms. He provided a
written statement.
I continued to talk to the injured unknown male party, explaining that I needed to know what happened,
and who he was. He vacillated between telling me that he would handle it, and demanding that I catch the
people responsible for the incident. When I attempted to take pictures of his injuries again, he got upset, and
said that he didn't want his picture taken. He continued to refuse to tell me his name and date of birth, or any
other identifying information. I told him that if he failed to provide his name, date of birth and address, that I
would arrest him for Failure to Identify, and Pedestrian on the Freeway. He continued to refuse to provide this
information, and was handcuffed and detained in the rear of a marked cruiser. I explained multiple times that I
was trying to help him, and that I needed his information, as well as to know what happened. He eventually
provided his Social Security Number, which identified him as Abdulfatah Musse. He said that he would not

press charges against those involved in the incident. He repeatedly asked me to take him to where the other
involved parties were, and to let him fight them. He asked who I would bet on if he was to fight them.
After I was able to confirm Abdulfatah's identification, I wrote a Gahanna Mayor's Court citation for
Pedestrian Prohibited on the Freeway. I provided Abdulfatah with a copy of the citation, and explained it to
him. He said that he would pay it. I did not attempt to have him sign the citation. Abdulfatah’s handcuffs
were removed. Due to his apparent state of intoxication, as well as a concern about a head injury, we
attempted to reach a sober adult to take custody of Abdulfatah. Ofc. Vasila transported Abdulfatah to the
address on his driver's license. I knocked on the door, and spoke with a male who I believe to be Abdulfatah's
father. He confirmed that Abdulfatah lived there. When I said I was dropping him off because he had been in
a fight, the father said "again?" Abdulfatah was left at his home address with at least two adults present for
safekeeping.

Shortly before 0800hrs, officers were dispatched to the area of I-270, near S. Hamilton Road. Multiple callers
reported a fight between African American men on the freeway. For additional preface to the call, please refer
to the primary narrative of this report by Officer Price #93.
I was third to respond to the area, when Officer Vasila #154 aired that the involved participants had fled in a
red Lexus, northbound on I-270. While traveling north on I-270, I located a red Lexus ES350 (MN DDG074)
near the off ramp for Easton Way. I stopped the vehicle and was joined shortly thereafter by Officer Jones
#82. The occupants were identified as:
Abdulwahab Ibrahim - driver
Younis Hassan - front seat passenger
Abdiya Kadir - rear passenger side
Shortly thereafter, Officer Allen #90 and Officer Jodon #98 arrived. Given that information was relayed from
other officers about possibility of firearm involvement, the trio was removed from the vehicle and initially
handcuffed. Eventually, after we learned it was actually bystanders who had pointed weapons at the group,
they were all released from handcuffs.
Officer Jones interviewed Ibrahim. After numerous attempts to gain Hassan's side of the story, most of which
were met with demands to, "get me [him] some fucking water", I learned the following:
The trio, with Hassan initially driving, picked up Abdulfatah Musse from a party in Columbus. They were
apparently contacted by acquaintances, who relayed that Musse was causing problems at the party and asked
for assistance taking him home. During the ride home, Musse continued being a nuisance, which escalated to
him grabbing a Heineken bottle and striking Hassan, while driving, across the face with it.
Ibrahim guided the car to a stop, from the backseat. Thereafter, the fight between Hassan and Musse spilled
out onto the roadway. Ibrahim was able to separate the melee, get Hassan back into the vehicle and drive off.
After a lengthy discussion, as documented on my body worn camera, Hassan declined to pursue any criminal
charges against Musse. I confirmed this with him several times. He was examined by medics from Mifflin
#134 and declined further assistance.
We arranged for family members to pickup the group and departed thereafter.
