Overview
One of the biggest problem that the Department of Education is facing is the
continuous increase of percentage of learners that are non-readers., aside from those
readers that has low comprehension or those who did not know how to understand what
they read.
According to Leipzig(2001),understanding is the key to reading that we should adopt
and continue to use to make you the best reader.
According to Van Den Broek and Espin (2012), reading comprehension
is a complex inter-action from automatic, strategic and
cognitive process that activates or motivates readers to create a mental or mental
representation or descriptive closure of a text.
Therefore, students need to shape their reading comprehension skills towards a quality
study.
Many interventions and programs have been made by the Department to solve this problem.
We have so many activities to enhance reading development towards learners like
Story Characters,Read with Gusto with this kind of activity you as teacher be a “Ham” to
your learners using voice infliction and be able to show that you really enjoy reading.
The Philippine Informal Reading Inventory (Phil-IRI) which is an initiative of the Bureau of
Education, Teaching and Learning Branch, Department of Education is at the forefront of
shaping children's ability to read. This is in accordance with the most basic program of the
Department: "Every Child A Reader Program," with the goal of making Every Child Read and
Write in his grade.
The Phil IRI was created to provide teachers with a tool to assess and describe students'
reading performance. It is an assessment tool that generates graded passages designed to
determine the reading level of students.
In the 2018-2019 School Year and Phil-IRI Group Screening Test (GST) in Filipino/English
was given to students in Grades 3 to 6.

Innovation Description
The innovation is titled READ AND YOU WILL LEAD / ANG PAGBASA AY MAY
PAG ASA (Reading with Understanding Helps Fight Doubt). This innovation focuses on key
stage 1-2 (Kinder to Grade 6). This innovation provided a solution to the problem of reading
without comprehension. It will only be given to students whom the teacher has identified as
having a reading weakness without comprehension.
This innovation has two strategic focuses: SURILITA and Reading Calendar.
First Strategy: SURILITA
SURILITA (Suri-Salita) focuses on expanding learners' vocabulary in Filipino/English
it also focuses on expanding the vocabulary and other variations of the language . Filipino
and English. Bridging process will be used to implement this innovation.
Strategy Two: Reading Calendar
The Reading Calendar focuses on understanding the text read - getting the thoughts
and details of the text read with the help of the art of questioning
Innovation Statement
The goal of this innovation is to reduce the percentage of learners with reading
problems who have no comprehension in school.

D. Resource Utilization
This innovation made use of teacher-made reading materials, slide decks, and
videos. The materials like bond papers, folders, fasteners, and ink were taken from
the office supplies MOOE Fund. The reading materials were simply modified by the
innovators from Grade 1 MTB-MLE Learners’ Material and Marungko Approach and
were translated into a song.

F. Progress Monitoring
The school head observed how the program is implemented by the
innovators. The monitoring was conducted monthly by the school head and school
reading coordinator. Suggestions and recommendations were given by the school
head for the success of the program. Project coordinators conducted monthly
assessments using the Reading Progress Chart.

Sustainability Plan
In order to sustain this project after its completion, constant monitoring by the school
head and DepEd officials need to be done with the following strategies:
⮚ Make Remedial Reading as a continuing program of the school.
⮚ Capacitate the teachers on how to use the developed reading materials/ slide
decks and videos during remedial reading instruction.
⮚ Ensuring its sustainability by seeking more involvement and support from
other school stakeholders like PTA, NGOs, and other civic organizations.
⮚ Strengthen the School Advocacy reading program by informing parents and
other stakeholders of the pupils’ academic performance and achievement
⮚ Teachers continue to innovate strategies and techniques in teaching that will
benefit their learners’ educational growth.
⮚ Researches and innovations conducted need to be published officially (ex.:
create research bulletin in school, division and LRMDS)
