General Description

The emergency towing system is designed so that a tug can easily pick up the towing line from the
ship if a main engine failure or another emergency situation should occur. This specification is based
on required I.M.O Res. MSC 35(63) May 1994 and SOLAS, [Link], Reg, 3-4 and IACS standard with
ISO testing standard.

-MAIN COMPONENTS-
1. EMERGENCY TOWING ARRANGEMENT(Aft of ship)
1) Strongpoint & Fairlead (1set)
a. The strongpoint & fairlead is steel casting. It is designed for a rated working strength of 204
ton(breaking load 408 ton) at a side angle of ±90˚ and 30˚ downwards.
2) Storage Drum
a. The storage drum must be placed at a minimum of 3.5 meter from the towing bracket to secure
a proper spooling of the wire to the drum. The drum is a welded steel construction, and made
for direct welding to the deck.
b. The drum has a capacity of max 80 meter of Ø80mm towing wire with a groove for the end
stopper made by spelter. For retrieval of the towing wire the drum can be equipped with a
portable air motor. The drum is also equipped with a centrifugal brake system securing the
towing wire being paid out at a controlled speed & can meet I.M.O Res. MSC 35(63)(in the
absence of main power on the ship to be towed and easy connection to the towing vessel)

3) Towing Pennant (1set)


a. The towing wire terminating in the wire end socket and in the closed spelter socket shall be
supplied by "Manho Steel Co, Ltd or DSR Wire Corp. which is the best maker in Korea". The
spelter socket shall be installed with strong point.
b. The breaking load testing of the wire rope to be carried out according to I.M.O Res. MSC 35(63)
with attending of classification society.
The wire is 6 × WS(36) × I.W.R.C

4) Storage box for Pick-up Gear (1set)


a. The pick-up gear is arranged in steel container and can be opened by a handgrip.
b. The pick up gear and buoy have to be manually deployed by one of the crewmember.
c. It consists of the following parts are inter connected in the following sequence, counted from the
attachment to the pennant wire towing connection.
d. The container is mounted on four steel beams for welding to the ship deck.

2. EMERGENCY TOWING ARRANGEMENT (Forward of ship)


-General-
Forward emergency towing system is designed for common use of Single Point Mooring system.
It is fitted at the forward of the ship with its components having a Safe Working Load of 204
ton(Min. Breaking Load 408 ton) for over 50,000 DWT tankers.
It is designed to be effective for angles of towline up to 90˚ from the center to both port &
starboard side as well as 30˚ vertical downwards.
In case IMO Res. MSC 35(63) is applicable, the Safe Working Load at bow is 204 ton regardless
of the tonnage, with non-applicable ship's working strength to be varied according to the
tonnage. And this arrangement should be capable of being deployed in harbor conditions within
an hour.
For the single point mooring is to meet with OCIMF rule & recommendations.

The chain should extend 3 meters beyond the fairlead overboard.

3. ESCORTING & PULL BACK SYSTEM.


The escorting and pull back system is designed so that the strongpoint and fairlead can be used for
guiding and attaching a towing from tug in escorting and pull back operation at terminal according to
OCIMF recommendations for ship’s fittings for use with tugs, with particular reference to escorting
and other high load operations, first edition 2002. The escorting and pull back system use for Tanker
of 50,000 Ton DWT and above.

1. Technical Specification

1.1. General description

The emergency towing system is designed to satisfy the requirements of


IMO resolution MSC. 35(63) 20 May 1994, resolution MSC. 132(75) 22 May
2002 and supplementary requirements given by the classification societies.

The main reason for having the Emergency Towing System installed onboard
in a tanker, is to have the possibility to make a safe and quick connection
through a permanent installed towing wire, to a tugboat, if an emergency
situation should occur.

 The pick-up gear can easily be deployed by one man within 15minutes.

 The buoy with flashing light makes the pick-up gear easy to find and

pick up by the tugboat.

 The arrangements should at all times be capable of rapid deployment

in the absence of main power on the ship to be towed and easy

connection to the towing vessel.

2. Installation method

2.1. Installation of the towing pennant

① Dismantle the cover and wire lock from the Fairlead & strongpoint.

② Feed the socket of the towing pennant through the front opening of the

Fairlead & strongpoint.

③ Insert the wire into the wire slot of the Fairlead & strongpoint and replace

the wire lock and cover. (Tighten the screws properly)

④ Remove the cover on the end of the centrifugal brake and install the air

motor.

⑤ Spool the retrieval wire on the smallest storage side of the drum.

⑥ When the stopper socket of the wire pennant is resting properly on the

drum, guide the towing pennant through the split flange to largest storage

side of the drum.

Note!

The supply pressure to the air motor could use to 6 – 8 bar.

⑦ The spelter socket of towing pennant will be stored in the Fairlead &

strongpoint.

⑧ Connect the securing device, consisting of turnbuckle, weak link and

shackles, between the drum flange and the foundation.

⑨ Adjust the length of safety clamp by moving the shackle to an adjacent hole

on the drum flange and tighten the turnbuckle. This will secure the drum

from being able to rotate due to any pull in the wire.

⑩ Remove the air motor and replace the brake cover.

2.2. Installation of the Pick-up gear

① The door lever must be locked.

② Open the cover, pull the messenger wire then reeling from storage box inside
lower part to up part. Make sure that the rope is not kinked.

③ Dismantle the gloves on the buoys and pull out the light bulb holders to

insert the batteries provided. The batteries are located on top of each buoy.

Install the light bulb holders and the globes into the buoys. At the time,

check that the light bulb will flash by holding the light bulb holders in an

upright position at dark places.

④ The buoy & light must be stored upside down.

⑤ Lock the cover.

⑥ Connect messenger wire end outside the storage box to the spelter socket
of towing pennant with shackle.

3. Maintenance

3.1. General check point.

3.1.1. General check (every 1 month)

① Check if there are any components corroded.

② Check conditions of safety clamp(weak link and turnbuckle) of the storage

drum.

③ Check bolting conditions.

④ Check if the door handle of the storage box is locked.

3.1.2. Operation conditions check (every 12 months)

① Open the cover of the storage box and visual inspect the pick up rope.

② Visual inspect the towing pennant without unreeling the wire.

Note!! If some of the strands in the towing pennant has been damaged, or

the towing pennant has been used for towing purposes and applied to a

force greater than the normal working load, it should be replaced by a new

wire.

③ Check the centrifugal brake.

 Remove the end cover of the centrifugal brake.

 Check that the internal parts of the brake is free of rust and that the brake
lining is in proper condition.

④ Check the condition of the weak link and the turnbuckle.

Remove the weak link.

⑤ Mount the air motor.

 Turn the drum one revolution in both directions.

⑥ Tighten the towing pennant, replace the weak link and tighten the turnbuckle.

⑦ Remove the air motor and replace the end cover.

3.1.3. Planetary gear

① The planetary gear installed is maintenance free.

② The gear is filled with oil which shall not be changed through the lifetime
of the system.

3.2. Maintenance of each item

3.2.1. Light buoy (every 12 months)

Do the following procedure for maintenance of the buoy.

① Open the cover of the storage box.

② Take the buoy out.

③ Unscrew the globes on the lights and pull out the light bulb holders.

④ Replace the battery in the buoy, see table below.

⑤ Check that the light bulbs will flash by holding the light bulb holders in

an upright position in the dark for a few seconds.

⑥ Make sure the light bulbs are off when the light bulb holders are turned

upside down.

⑦ Reassemble the light bulb holders and the globes into the buoy.

⑧ Replace the buoy in the storage box with the lights pointing down.

⑨ Close the cover on the storage box.

3.2.2. Centrifugal brake (every 12 months)

Note!

The storage drum is supplied with the brake already installed.

 Please check the condition of the lining pad when every a year or

using more than 3 times and the lining pad must be replaced if the

lining pad is worn out.

 Centrifugal brakes use centrifugal forces to limit speed. As the brakes are

based on a physical principle, centrifugal brakes do not require any

additional external power supply.

 Centrifugal brakes consist of a driving shaft with flyweights mounted

around it. Flyweights are kept on the shaft by springs, on the outer side

of the flyweights there are friction pads.

 Disassemble Procedure

① Loosen the six Hex. Bolts① and remove the brake cover② from the brake

body③

② Remove the snap ring④ fastened to the shaft.

③ Remove the brake lining pad assemble.

④ Please check the condition of the lining pad. Remove long pin with spring⑥

and nut⑦ from lining block and replace the three lining blocks.

3.2.3. Air motor

1) General

The air motor is used to wind towing rope on the storage drum and its

maximum torque is 34.3 kg .m and its air pressure is 6 bar.

Note!

Reduction gear attacked in the air motor and storage drum shall be damaged if

the air pressure is more than 9 bar.

2) Operation and lubrication

① Before connection the motor, blow out the air tube so as to remove all dirt.

② The attached oiler should be refilled both before starting up and from time

to time during operation with light weight lubricating oil SAE 10 free from

resins and acids. If the motor is not working to capacity, clean the screen,

grease the motor and, if necessary, change slides. Take care that the slides

do not protrude over the rotor and brake off the motor.

③ Do not run the machine idle unnecessarily because this would increase wear

and heat up the machine.

④ It should be noted that the flow pressure of the compressed air at the take-

off point is at least 85 psi, and that air line and air tube have adequately

large sectional areas and are designed without restricting elements (the

main cause of reduced efficiency).

⑤ If the motor gets dirtied, it should be thoroughly washed out with petroleum

and then greased once again. Depending on the use of the motor, the

grease nipples should be greased weekly by means of a grease gun with

antifriction bearing lubricant.

* Caution. Air motor should be tested every 3 months.

4. OPERATION INSTRUCTION

4.1. Deployment procedures in Emergency


Emergency towing system is always ready for deployment at any time when
properly installed and maintained.

① Take the locking bolt of the storage box out and pull the door lever.

② The pick-up gear is falling freely into the sea when door open.

③ The lights on the buoy are turn on.

④ As soon as the pick-up gear is in the sea, it can be picked up by a tugboat.

⑤ When the tugboat has made fast connection, it can start pulling out the

pick-up gear.

⑥ When pick-up gear is pulled, the safety clamp(weak link) in the storage drum

us broken and towing pennant starts to be unwound.

 Safety clamp(weak link) shall be automatically broken when about 3

ton of tension is applied.)

 Towing pennant will fall out by its own weight, controlled by the

centrifugal brake fitted to the storage drum

 WARNING !!

The tug boat should never pull out the towing pennant by using

engine power. After breaking the safety clamp(weak link) the tug boat

should let the towing pennant run out by its own weight until the

stopper socket is resting against the strong point.

⑦ Start towing, when the stopper socket is rested on the strong point and the

4.2. Deployment procedures for Test

The following test procedure is for demonstrating a correct and safe deployment

of the pick-up gear and towing wire.

1) Storage drum.

 Remove the safety clamp(weak link).

2) Go to storage box.

 Take the locking bolt of the storage box out.

 Grip the door lever and lift it.

 The pick-up gear is falling freely into the sea when door open.

 The lights on the buoy are turn on.

3) When all contents from the storage box is in the sea, give the towing pennant

or storage drum a slight push till it starts turning by the towing pennant’s own

weights.

 Warning

To avoid injury to the operator, keep away from the free falling towing pennant.

4) Leave the storage drum unattended until the towing wire is completely

deployed and the end socket hits the strong point.

 Observe the pay-out speed is proper and controlled.

5) The stopper socket of towing pennant will be rested on the strong point

6) Retrieve the towing pennant by following the retrieval procedure.

4.3. Retrieval procedure

① Remove the cover on the end of the centrifugal brake on the storage drum
and install the air motor.

② Drive air motor by supplying air whose pressure is below 8 bar.

③ Spool the retrieval wire on the smallest storage part of the drum.

④ When the stopper socket of the wire is resting properly on the drum, guide
the towing wire through the split flange to the largest storage side of the
drum.

⑤ Spool the towing wire on the drum and monitor that correct spooling is
obtained.

⑥ Rinse the towing wire with fresh water while it’s being retrieved.

⑦ When spooling, check for damage to the wires. We recommend to replace


the wire with a new one if necessary.

⑧ Retrieve the pick-up gear on deck by hand or by means of wearing head on


a mooring winch.

⑨ Rinse the pick-up gear with fresh water and let dry before being stowed in

the container.

1. Technical Specification

1.1. General description

The Emergency Towing System and Single Point Mooring is designed to


satisfy the requirements of

 IMO resolution MSC. 35(63) 20 May 1994,


 OCIMF Mooring Equipment Guidelines, Fourth Edition 2018
 OCIMF Recommendations for equipment Employed in the Bow
Mooring of Conventional Tankers at Single Point Moorings, Fourth
Edition May 2007.
 Supplementary requirements given by the classification societies.

The emergency towing system should be so designed as to facilitate salvage


and emergency towing operations on tankers primarily to reduce the risk of
pollution. The arrangements should at all times be capable of rapid
deployment in the absence of main power in the ship to be towed and easy
connection to the towing vessel.

 The forward emergency towing system should be capable of being


deployed in harbour conditions in not more than 1 h.
 All emergency towing systems should be clearly marked to facilitate
safe and effective use even in darkness and poor visibility.

2. OPERATION INSTRUCTION

2.1. Deployment procedures for Emergency towing system

① Throw the sandlead rope of the vessel to the tugboat through the fairleadⓑ.

② Fasten the sandlead rope to the end of the messenger rope on the tugboat.

Then pull up the messenger rope. The other end of the messenger rope is

connected to the towing rope.

③ Return the messenger rope to the tugboat by way of the chain stopperⓗ,

the pedestal rollerⓔ and the fairleadⓕ then reel it on to the tugboat winch.

④ Reel the messenger rope until the towing ropeⓒ reaches the proper

position on the vessel.

⑤ Lash the towing ropeⓒ with the stopper ropeⓖ so that the towing rope

won’t drop loose. Then, remove the messenger rope from the towing rope.

⑥ Place the chafing chainⓐ near the chain stopperⓗ.

⑦ Connect to the chafing chainⓐ with the metal connecter(shackle etc.) fitted

to the towing ropeⓒ.

⑧ Fasten the messenger rope to the other end of the chafing chainⓐ.

⑨ Reel the messenger rope again. When the chafing chainⓐ comes to the

point suitable for setting on the chain stopperⓗ.

⑩ The second link of chafing chain should be secured to the chain stopper.

⑪ Remove the stopper ropeⓖ and pull the towing ropeⓒ from the tug boat

so that the chafing chainⓐ and the towing ropeⓒ get tense

⑫ Start towing.

(Use the vessel’s power)

won’t drop loose. Then, remove the messenger rope from the towing rope.

⑥ Place the chafing chainⓐ near the chain stopperⓗ.

⑦ Connect to the chafing chainⓐ with the metal connecter(shackle etc.) fitted

to the towing ropeⓒ.

⑧ Fasten the messenger rope to the other end of the chafing chainⓐ.

⑨ Reel the messenger rope again. When the chafing chainⓐ comes to the

point suitable for setting on the chain stopperⓗ.

⑩ The second link of chafing chain should be secured to the chain stopper.

⑪ Remove the stopper ropeⓖ and pull the towing ropeⓒ from the tug boat

2.3. Deployment procedures for Single point mooring system

This procedure is made for one set of single point mooring system and two set
of forward part can be also used.

① Drop the rope of winch though chain stopper and fairlead in pick-up floating
rope of single point mooring.

② Connect the rope with pendent by using tug boat or proper manner.

③ Wind the rope through chain stopper and fairlead until chain of single point
is placed in chain stopper.

1. Technical Specification

1.1. General description

The escorting and pull back system is so designed as to satisfy the


requirements of OCIMF recommendations for Mooring Equipment
Guidelines fourth edition.

On many ships the emergency towing arrangements required by SOLAS may


also be suitable for escort and pull-back requirements provided that such as
does not in any way compromise the deployment and use of the emergency
towing arrangements for their SOLAS purpose.

 The fairlead(chock) should have a minimum diameter of 600 mm and

a minimum height of 300 mm.

 The minimum distance from strong point to fairlead(chock) should be

4.0 meters.

 Each fitting should be clearly marked by bead weld outline with its

SWL. The SWL should be expressed in tonnes(letter’t’) to avoid any

confusion.

④ When the towing rope reaches the proper position, secure the towing rope

to the towing bittⓑ.

⑤ Start escorting pull back system.
