RESOLUTION NO. 2024-04-52
SERIES OF 2024

A RESOLUTION ADOPTING THE CY 2024- 2026 BARANGAY CAPACITY DEVELOPMENT AGENDA

(CAPDEV) OF BARANGAY PALGUYOD POZORRUBIO, PANGASINAN.

WHEREAS, Section 16 of Republic Act 7160, also known as the Local Government Code of 1991provides that
every Local Government Unit shall exercise the powers expressly granted, those necessarily implied there from, as
well as powers necessary, appropriate or incidental for its efficient and effective governance and those which are
essential to the promotion of the General Welfare.

WHEREAS, Section 17 of the Code enumerates the basic and facilities that should be provided by the Barangay.
WHEREAS, Section 384 defines the role of the Barangay as the basic unit, that serves as the primary planning and
implementing unit of government policies, plans, programs, and activities in the community and as a forum wherein
the collective views of the people may be expressed, crystallized and considered and where disputes may be
amicable settles;
WHEREAS, the synchronized Barangay and Sangguniang Kabataan election last October 30,2023usheredinto office
the new sets of Barangay and Sangguniang Kabataan Officials with their respective program thrusts and agenda;
WHEREAS, there is a need to formulate a Barangay Capacity Development Agenda (CAPDEV) to lay
operationalize and implement the identified program thrusts and priority program of the BNEOs;
WHEREAS, the Barangay Capacity Development Agenda to be effectively and efficiently implementation must be
accompanied with a Barangay Capacity Development Agenda (CAPDEV).
WHEREAS, the Barangay Officials were able to draft their CAPDEV during the BNEO Basic Orientation Training
last March 17- 19,2024
WHEREAS, the draft CAPDEV was subjected to further enhancement and through deliberation with the Barangay
Development Council.
NOW THEREFORE, on motion of SBM Alberto C. Ibaan and duly seconded by all Sangguninag Members present,

RESOLVED FURTHER, to furnish copy of this resolution to all concerned offices, and agencies for their
information and guidance.
