EMERGENCY
Emergency can be defined as urgent situations that require the suspension of the constitution in order
to restore law and order. During periods of emergency government institutions such as legislature,
executive and judiciary may not be able to carry out their regular functions and citizens may be
restricted of their human rights until the emergency is lifted.
WHAT HAPPENS DURING EMERGENCY PERIOD?
 Partial or temporal suspension of the constitution.
 The principles of rule of law may be ignored.
 Movement may be restricted to certain areas or hours of the day.
 Some arrests can be carried out without any warrant.
 There may be restriction of freedom of expression and the press.
 Human rights may be violated for the interest of security.
 It can lead to involvement of military in politics.

WAYS OF REDUCING EMERGENCY


1. Respect for Constitution: A situation where people have respect for the constitution and laws
of the land there will be reduction in emergency cases.
2. Promotion of Human Rights: Respect for human rights in conduct and relationship with other
people will reduce emergency cases in the society.
3. Good Government: A situation where the government is responsive and responsible to the
people there may not be any need for emergency.
4. Socio-Economic Development: The provision of basic infrastructure can reduce the causes of
emergency. Where there is socio-economic development people are able to live in harmony
with one another thereby promoting peace and orderliness.
5. Public Enlightenment: People should be educated on the need to promote the social
wellbeing of the society. They should be taught their civic responsibilities to the government and
the society at large.
6. Respect for Democratic Principles: A state where people have respect for democratic
principles such as rule of law, popular participation and fundamental rights there will reduction
of emergency cases.

Emergency management is a process of creating an avenue which helps people in the community to
reduce possibility of hazards and how to cope with them,
TYPES OF EMERGENCY MANAGEMENT RESPONSE
Emergency management involves three major stages which are ; PLANNING,PROMPT RESPONSE
AND TOTAL RECOVERY,
1]THE PLANNING ASPECT; This has to do with preparedness, the government or the agency
involved must constantly organize training for its personnel, get necessary equipment in order to
promptly respond to emergencies,
2]PROMPT RESPONSE; This second stage cannot be possible if the state of preparedness is very
poor, this state involves movement of personnel, resources, equipment to the place of event, what is
needed to save the situation depends on the event,
3] RECOVERY ASPECT; This stage attempts to bring affected area to the initial stage or helping to
minimize loss or pains of the victims by taking some measures,
First Aid is the first immediate treatment given to a sick or injured person before the
prescription of the doctor. Examples of first bod materials are iodine, bandage, water bottle,
cotton wool, celltape, razor blade , safety pin, etc.

SITUATION THAT COULD LEAD TO EMERGENCY MANAGEMENT

APPROPRIATE ACTIONS BY THE COMMUNITY.


These are actions that community must put in place before, during or after
emergency.
1. Community should recognize that emergency planning is a continuous process therefore preparedness
is a continuous process because conditions within the community change over time such as; hazard
vulnerability, organizational staffing and structure emergency facilities and equipment.
2. The community should provide for training and evaluation of the emergency response organizations at
all levels. Individuals, team department and community.
3. The community should include all response organizations seeking their participation, commitment and
clearly defined agreement such as police, fire service and emergency medical services.
4. They should address all hazards such as floods, tornados, hurricanes, earthquakes. E.t.c
5. The community should also identify the types of emergency response actions
that are most likely to be appropriate.

APPROPRIATE RESPONSES TO EMERGENCY MANAGEMENT BY THE POLICE


The security agencies such as the police force constitute the major stakeholders in an emergency
management. The police can effectively and efficiently respond to emergency management in the
following ways;
1. By having regular meetings with the members of the public relation in collaboration with other security
agencies through regular workshops, stimulation exercises and training which will enable it respond
appropriately to emergency.
2. The police and other volunteers shall assist in combating disasters whenever it occurs
3. The police and other security agencies shall possess rescue equipment to aid them rescue the victims.
4. The police can use inclusive and comprehensive policing in managing emergency like involving the
responsibility and participation of members of the public to work towards preventing or controlling
emergency.
5. Education of the masses in emergency management is another way that police respond to emergency
situation.

APPROPRIATE RESPONSE TO EMERGENCY SITUATION BY THE COMMUNITY SECURITY AGENTS


The community security agents can respond to emergency through the following approaches
1. Signal Detection Approach; This is the ability to diagnose an impending troubles or emergency, in order to choose
an appropriate turnaround or avoidance approach to implement the change process.
2. Preparation and Preventive Approach; Before an emergency community security agents should prepare to avert
the emergency that had foreshadowed during signal detection stage and if the emergency occurs, they should
equally try to prevent its escalation by implementing a change process.
3. Damage Control and Containment Approach; The aim of this strategy is to limit the threat to the safety, financial,
reputation and lives of members of the community during emergency.
4. Recovery through Continuous Planning Approach: When emergency hits the community, the security agent
should be able to protect the citizens and prevent the escalation of such emergency by encouraging the people to
carry on with their routine businesses and duties while they are simultaneously working and planning on how they
will recover from the damages caused by the emergency.
5. Communication Strategic Approach: Skillful and careful communicating during emergency period is an
appropriate response by community security agents to help in controlling and averting the emergency, because the
efforts by many interest groups to communicate with the public when an unexpected event occurs may have
negative impact on the community. So the community security agents must develop strategies to control
unskilled communication process by some interest groups during emergency situations.

Schools is an integral part of the society ,therefore it is not immune from any form of emergencies
already discussed, so emergency situations in school may include fire, drowning, split of chemical on
the students, etc.

The following are the tips on helping during emergency period in addition to various responses already
discussed;

1. Be calm and quiet


2. Move other students away from the scene
3. Move the victim to the school clinic for first aid
4. Move the student to nearest hospital if necessary
5. Call the parents and tell them what you have already done for their children,
6. Use any method to help the victim depending on the type of emergency.

7 STEPS TO DEAL WITH EMERGENCY SITUATIONS

Many people often face situations when someone around them is in immediate need of medical
assistance, and they find themselves clueless about how to help them.

If we know exactly how to respond to emergencies, we can take appropriate measures to prevent a
potentially dangerous situation. Our decision to help others can offer them a chance of survival! Think of
what a massive impact you can make on someone else’s life.

Steps to Deal With Emergency Situations

While dealing with an emergency situation may be difficult, it becomes a little more manageable if you
know what to do. Have a look at the following steps:

Remain Calm

You are only able to respond to an emergency situation if you are in a stable and calm state of mind.
Panicking can in fact make matters even worse and prevent your ability to make the right decisions.
One way to avoid a state of panic is to undergo mind-training exercises and meditation. Reacting speedily
but intelligently and calmly is the key to being responsive to an emergency.

Move to a Safe Location

It is very important to move yourself and others to a safe location to avoid further damage to life and
property. In order to do so, you can take part in safety drills to learn to rescue yourself and others in case
of a fire, earthquake or a terrorist attack.

Provide First Aid

Determine if you or others have received injuries that require first aid treatment. For instance, you can tie a
strap around the wound to stop the bleeding or perform cardiopulmonary resuscitation in case of a cardiac
arrest. You can enroll in an online course to train yourself to provide medical assistance.

Ask for Help

As soon as you have provided first aid, call 911 and give them as precise information as possible about
the situation. Conveying what caused the situation, the age of the victims and their condition are all key
points of information to that you must not forget to convey on call.

Communicate with the Victims

Until the rescuers arrive, communicate with those wounded to help them divert their attention from pain
and stay hopeful about their recovery. Communication with them may also help you to find out whether
they have any medical conditions that need special attention.

Convey Accurate Information

When the rescuers arrive, focus on providing them as accurate information as possible to help them figure
out the right treatment for the victims.

Document Your Progress

Note down details of how you responded to the emergency situation so that you are able to react even
better in the future. Appreciate your strengths and identify any weaknesses that you need to work on to
become a good responder.

Emergencies are inevitable and they often catch us by surprise. But we should never be caught off-guard

THE FOUR STAGES OF EMERGENCY RESPONSE

Emergency managers think of disasters as recurring events with four phases:


1. Mitigation,
2. Preparedness,
3. Response, and
4. Recovery.

An emergency response plan is a document that lays out the series of steps your organization will take
during a critical event, such as a fire or active shooter threat, to ensure employees' safety and minimize
the impact on critical operations.

Emergency situations warranting a response can range from natural disasters to hazardous materials
problems and transportation incidents. Emergency response plans are a critical component of workplace
safety.

Response time is an important aspect of emergency response. This refers to how long it takes emergency
responders to arrive at the scene of an emergency after the emergency response system has been
activated. A long response time can result in increased and permanent damage, a higher likelihood of
fatalities, and greater distress to those involved. As such, response time is often used as a proxy for the
effectiveness of an emergency response program.

EMERGENCY RESCUE

Emergency services and rescue services are organizations that ensure public safety, security, and
health by addressing and resolving different emergencies.

An Emergency Rescue is a technical term for a rescue taking place under hazardous circumstances
and with high risk to the rescue personnel, but must be done immediately to save a person's life.

The three main types of rescues are


1. Non-entry,
2. Entry, and
3. Self-rescue.

What is a rescue situation?


The Rescue Doctrine states that when someone else causes a crisis, if you attempt to save a person
in danger and receive injuries or die, the person who caused the danger is liable for your injuries
or death

What is the full meaning of rescue?


: to free from confinement, danger, or evil : save, deliver. They were rescued from the burning building
by firefighters. … a volunteer group that rescues and nurtures injured and orphaned wildlife
