A RESOLUTION APPROVING THE GENDER AND DEVELOPMENT (GAD) PLAN & BUDGET FOR
CALENDAR YEAR 2022 SUBMITTED BY THE GAD FOCAL POINT SYSTEM (GFPS) TECHNICAL
WORKING GROUP (TWG) OF BARANGAY MT. OLIVE, BAYUGAN CITY, AGUSAN DEL SUR.
WHEREAS, that the GAD Focal Point System (GFPS) Technical Working Group (TWG) has
submitted to the Barangay the Annual GAD Plan & Budget for Calendar Year 2022 which will be
funded from the 5% Gender and Development (GAD) budget for review and approval;
WHEREAS, that the Annual GAD Plan & Budget for Calendar Year 2022 after reviewed, is
found to be in line with the Development Policies and Priorities of Barangay Government;
WHEREAS, that the programs/projects and activities is within the guidelines prescribed
under PCW-DILG-DBM-NEDA Joint Memorandum Circular 2016-01 Guidelines on the Localization of
the Magna Carta for Women’s;
NOW THEREFORE, be it RESOLVED, as it is hereby resolved by the Sangguniang Barangay of
Mt. Olive, Bayugan City, Agusan del Sur TO APPROVE THE ANNUAL GAD PLAN & BUDGET FOR
CALENDAR YEAR 2022;
RESOLVED FURTHER, to let copies of this resolution be furnished to MPDO, DILG, Budget
Office and Sangguniang Bayan Office of Bayugan City, Agusan del Sur.

Soyosa during the Regular Session held on October 6, 2021 at the Session Hall of this Barangay.

CREATING BARANGAY GAD FOCAL POINT SYSTEM EXECUTIVE COMMITTEE (EXECOM) AND
RELATED SUPPORT MECHANISMS PURSUANT TO THE PCW- DILG-DBM- NEDA JOINT
MEMORANDUM CIRCULAR NO. 2016-01 (GUIDELINES ON THE LOCALIZATION OF THE MAGNA
CARTA OF WOMEN).
WHEREAS, JMC 2016- 01 of the Philippine Commission on Women (PCW), Department of
the Interior and local Government (DILG), National Economic and development Authority (NEDA),
Department of Budget and Management (DBM) providing guidelines in the preparation of Annual
Gender Development (GAD) Plans and budget and Accomplishment reports to implement the Magna
Carta of Women.
WHEREAS, JMC 2016-01 provides for guidelines in the creation, strengthening and
institutionalization of the Magna Carta of Women;
WHEREAS, the City has adopted gender mainstreaming in its governance by integrating
gender perspectives in planning and policies as well as in delivery of gender – respective programs,
projects and activities.
NOW THEREFORE, I Romel R. Montecalvo, by virtue of the power vested in me by law as
Barangay Chairman of Barangay Mt. Olive, hereby order the creating the Barangay GAD Focal Points
System.
Section 1. To carry out the LGU GAD Focal Point System, there is created the Following:

The Barangay Secretary shall provide secretariat support to the GFPS.
Section 2. The GPTS Executive Committee shall:
1. Provide policy to the LCE to support and strengthen the GFPS and the LGU’s gender
mainstreaming efforts;
2. Direct the Identification of GAD strategies, PPA’s and targets based results of gender analysis
and gender assessment taking into account priorities of the LGU and the gender issues and
concerns faced by the LGU’s constituents and employees;
3. Ensure the timely submission of the LGU GPB, GAD AR and other GAD –related reports to
the
DILG which shall be consolidated for submission to PCW and appropriate oversight agencies;
4. Ensure the effective and efficient implementation of the GAD PP as and the judicious
utilization of the GAD budget;
5. Build and strengthen the partnership of the LGU with concerned stakeholders such as
women’s groups or CSO’s, national government agencies, GAD experts and advocates,
among others in pursuit of gender mainstreaming;
6. Recommend awards and/or incentives to recognize outstanding GAD PPAs or individuals
who have made exemplary contributes to GAD.
Section 3. The Technical Working Group shall:
1. Facilitate the Gender mainstreaming efforts of the LGU through the GAD planning and
budgeting;
2. Formulate the LGU in response to the gender gaps and Issues faced by their constituents
including their women and men employees;
3. Assist in the capacity and competency development of and provide technical assistance to
the offices or units of the LGU. In this regard, the TWG shall work with the human resource
development office (HRDO) on the development and implementation of a capacity
development program on GAD for its employees, as necessary.
4. Coordinate with the various units/offices of the LGU and ensure their meaningful
participation in strategic and annual planning exercises on GAD including the preparation,
consolidation and submission of GPB’s.
5. Lead the conduct of advocacy activities and the development of information, education and
communication (IEC) materials to ensure critical support of local officials, department heads,
and staff, and relevant stakeholders to the GFPS and to gender mainstreaming;
6. Monitor the implementation of GAD –related PPAs and suggest corrective measures to
improve their implementation;
7. Prepared and consolidate LGU ARs and other GAD –related reports and
8. Provide regular updates and recommendations to the LCE or GFPS EveCom regarding GFPS
activities and the progress of the LGU in gender mainstreaming based on the feedback and
reports of concerned LGU offices/units, stakeholders and Constituents.
Section 4. GAD budget -The cost of implementing gender mainstreaming through GAD Plan and
other related mechanism shall come from the appropriated annual GAD Budget.
Section 5. Effectively. This Executive Order shall take effect on March 28, 2023.
