1. Scope of Work
- Construction of 380kV Overhead Transmission Line (OHTL).
- Installation of towers, insulators, and associated fittings.
- Stringing, sagging, and clipping of phase conductors and earth wires.
- Installation and splicing of Optical Ground Wire (OPGW).
- Earthing and bonding of towers and equipment.
- Electrical testing including Tower Footing Resistance (TFR), continuity, insulation resistance.
- Final commissioning and energization of the OHTL.

2. Responsibilities

3. Tools, Plants & Equipment


- Hydraulic cranes for tower assembly and insulator hoisting.
- Tensioner and puller machines for conductor and OPGW stringing.
- Conductor drum jacks and reel stands.
- Pilot rope winches and pulling accessories.
- Sagging dynamometers and sighting instruments.
- Come-alongs, grips, tension clamps.
- Fusion splicer and OTDR tester for OPGW.
- Earth resistance tester and torque wrenches.
4. Execution Methodology
4.1 Tower Earthing
- Excavate as per design drawings for earthing system.
- Install copper-bonded rods and earth strips with exothermic welds.
- Measure Tower Footing Resistance (target < 10Ω).
- Bond OPGW to tower earthing network.

4.2 Insulator & Hardware Installation


- Assemble insulator strings on ground to avoid working at height.
- Hoist strings using cranes/pulleys.
- Install hardware fittings: yoke plates, arcing horns, clamps.
- Torque bolts to manufacturer’s recommended values.

4.3 Conductor Stringing


- Install pilot rope using winch or drone across spans.
- Pull conductors with controlled tension using tensioner-puller.
- Maintain conductor clearance above ground with running blocks.
- Sag conductors using sag-tension charts corrected for temperature.
- Clamp conductors and install mid-span joints with compression fittings.

4.4 OPGW Stringing & Splicing


- String OPGW using same method as conductor with dedicated pulleys.
- Monitor pulling tension to avoid fiber damage.
- Install joint boxes on towers as per design.
- Fusion splice fibers and verify with OTDR (loss ≤ 0.1 dB per splice).

4.5 Electrical Testing


- Measure Tower Footing Resistance (TFR) for each tower.
- Conduct continuity and insulation tests for conductors.
- Verify phase-to-phase and phase-to-ground clearance.
- Perform OTDR test on OPGW fibers.

4.6 Commissioning
- Conduct final inspection of line route.
- Energize line under supervision of SEC/National Grid.
- Record test results and prepare acceptance dossier.
5. Inspection & Quality Control
- Inspection Test Plan (ITP) prepared and approved by client.
- Check insulators for cracks and cleanliness before installation.
- Verify torque values for hardware bolts.
- Measure and record sag values at tension sections.
- Maintain TFR measurement log for all towers.
- Perform OPGW OTDR tests and keep reports in dossier.
- Submit As-Built drawings and QA/QC documentation.

6. Safety Measures
- Implement Permit to Work (PTW) system.
- Maintain safe approach distances from energized lines.
- Mandatory PPE: insulated gloves, FR clothing, helmets, harnesses.
- Ground conductors during stringing to prevent induced voltages.
- Conduct daily toolbox talks and Job Hazard Analysis (JHA).

7. Deliverables
- Inspection & Test Reports (ITRs).
- OPGW OTDR test results.
- Tower Footing Resistance records.
- As-Built drawings with final coordinates.
- Drawing Completion Certificate (DCC).
- Final handover dossier to National Grid SA.
