Introduction

Trends-

Natural disasters are very timely nowadays. We cannot stop it but let it happen until it is
done. Typhoon is one of the disasters that can damage establishments, houses, and
also can cause death. Aside from this, typhoon will cause floods to many places,
especially to those places without enough drainage. According to Ghosh et al. (2022),
flood is a natural disaster that happens when it overflows to the lands that are usually
dry. It is because of the excessive rainfall, snowmelt, or failure of hydraulic structures.
The flood happens if the capacity of natural or artificial drainage is not enough to hold
the amount of water so it flows everywhere that causes flooding. In addition, flooding is
the result of a complex combination of meteorological conditions and hydrological that
exceeds the capacity of the drainage system of water. If this happens, the places that
are not flooded will be submerged by the water. (Shrestha et al.)

According to PAGASA, in the Philippines, we expect at least twenty tropical cyclones


that enter the Philippine Area of Responsibility (PAR) every year and the average of
eight to nine will landfall to the country. Whether it is a typhoon or not, it still causes
excessive rainfall that can result in flooding to many places in the country.

Issue -

Flooding is one of the natural disasters that the province of Bulacan really experiences.
Especially to those cities like Calumpit and Hagonoy, these two cities are always in extreme
damage when it comes to floods. Floods are among the disasters that cause widespread
destruction to human lives, properties, and the environment every year and that cause
extensive damage in many provinces and cities in the Philippines, specifically in the province of
Bulacan. But the problems are more severe because of the inclement weather or clogged
canals or are caused by natural phenomena, but their occurrences and impacts have been
intensified through human actions and inactions. Most importantly because of those flood
controls that didn't happen or the ghost project because of those people behind the anomalies
project.

In the news, the Philippine president and Congress investigate alleged corruption in flood
control projects. When it floods, it’s not the wealthy engineers or politicians or senators or
congressmen or contractors living in mansions with dozens of SUVs who suffer,” Rep. Elajiah
San Fernando said. “When flood control fails, the ordinary Filipino gets to be hurt first.” During
the hearing, Department of Public Works and Highways (DPWH) officials admitted receiving
reports of ghost projects in Bulacan, particularly in Calumpit, Hagonoy, and Malolos. These
were linked to Wawao Builders, a contractor allegedly awarded PHP9 billion worth of projects
nationwide, with PHP5.9 billion concentrated in Bulacan alone. This shows the lack of
inadequate planning and solutions when it comes to floods.

The study of “The Impact of Flood To The Academic Performance and Time Management of
Selected Students of San Pedro National High School” revealed high levels of vulnerability to
the impact of flood such as it reduces the quality of education that disrupts the access of the
right of education to the students Chaudhay (2018). This study clearly shows the effect of the
flood on the academic performance of students, particularly in those cities in Bulacan that were
affected. Flooding disasters have profound psychological impacts on pupils, affecting their
academic performance. Trauma, stress, and anxiety are common among children exposed to
disasters, leading to difficulties in concentration and reduced motivation to learn (Anderson,
Panter-Brick&Granger, 2018).

Life is so much easier when there's no corruption at all. Filipino people still get hurt first because
of the wrong action or simply the corruption of those people behind the anomalies of the flood
control project. Also, we Filipino people are the first to drown in the flood, sadly, because of the
greediness and selfishness of people who corrupt the funds that are reserved for flood control
projects.

Objectives-

The purpose of this research is to find out the instructional impact of flash flooding caused by
heavy rain on the learning performance of flood risk zones in Calumpit and Hagonoy, Bulacan.
More specifically, it would like to ask what frequent and extended events of rainfall interfere with
regular school activities such as lesson schedules, students' attendance, and teaching-learning
processes. Through the utilization of a quantitative research method, the research will
investigate how events of heavy rainfall relate to several indicators of student academic
achievement, including grades, classroom attendance, and general academic progress.

Furthermore, this study attempts to quantify the magnitude of the challenges encountered by
students and teachers in sustaining quality learning environments in instances of heavy rainfall.
Further, it attempts to classify and examine the coping strategies and adjustment activities taken
up by schools, teachers, and students to counter the negative impacts of such weather shocks.

Contributions -

This research will help students, especially those living in prone areas, gain insightful facts
on how to cope and adapt in such situations where their academic performance is also at
risk. In a more optimistic outcome, the university, faculties and teachers can gain
awareness and formulate policies to be better prepared and support students during
flooding, thereby helping maintain their academic performance.

Furthermore, this research intends to enlighten the students and those who are in academic
fields that flood would be the country's long battle. And while we are waiting to win this
battle we have so many ways to still make education a success. And while our country is
facing a huge annoyance and disappointment about the issue on flood control, still,
education must be one of the top priorities of every household, students, educators, and
everyone in the education field must make it a success despite so many hurdles that would
affect the education process and everyone in the education field must make it a success

Statement of the Problem

The purpose of this quantitative study is to identify the effects of flood to the Academic
Performance of Teacher Education Students in different aspects including physical, emotional
and psychological impacts specifically who lived in Calumpit and Hagonoy Bulacan.

Specifically, this study aims to answer the following questions:

1. How does flood affect the Teacher Education Students in terms of:
