Phases of the COPAR Process

The three phases of the COPAR process are: 1) The initial organizing phase where the community organizer identifies communities to serve and help. 2) The planning phase where a development plan is designed including activities and strategies. Sites are selected based on criteria. 3) The action phase which signals the organizer's entry into the community and includes sensitizing residents, recognizing local authorities, adopting the community's lifestyle, and avoiding raising consciousness too quickly. Formal groups and procedures are established to implement and evaluate activities.
