An open-source project is not merely a bundle of code, but also a community that maintains it. As with any social group created by humans, you will always have to discuss things related to the group itself as well.
When it comes down to PHP itself the main concern should be the language and the development of the project.
Indeed, and towards that end, it is sometimes necessary to have meta discussions. Projects are, after all, composed of people, not binary blobs. If we fail to successfully manage a community, then the project will die or be taken up by another group. So far we seem to have not done absolutely terribly, or there wouldn't be a discussion here.
