BC Parks for Kokanee Creek Electrical
Service Upgrade
Program Information
The work is located within Kokanee Creek Park in southern BC. With 257 hectares, Kokanee Creek Park has
extensive sandy beaches and a large delta area. Backed by a gentle rising upland, this area gives way to the
forested slopes of the Slocan Range of the Selkirk Mountains. Kokanee Creek bisects the landscape to form a
steep canyon. The park protects the active alluvial creek fan with its marshes and extensive sandspit. The park
is 19km east of Nelson, BC, and 12km west of the Balfour Ferry Terminal. The park is a very popular amenity
open to the public year-round.

Overview of the Work/Service Required
This project will provide an upgrade to the electrical and communication services from Hwy 3A for the new BC
Parks service yard building. The scope for this contract includes supply and installation of new service
equipment and conduits shown according to the drawings. These Special Provisions intend to fully describe the
scope of work for this project, special conditions, and measurement for the price bid shown in Schedule A.
The scope of work in this project:
The entire facility requires upgrades to the electrical and communication services from Hwy 3A. The scope for
this contract includes supply and installation of new service equipment and conduits shown according to the
drawings. The electrical system shall be installed by an electrical contractor licensed with Technical Safety BC
to CSA22.1-18. The equipment shall be installed to suit the locations and specifications as shown in the
drawings. This includes but is not limited by the generality of the following:
1. Attendance at an office and on-site pre-construction meeting prior to commencement of construction
works with BC Parks, Owner’s Engineer, and other stakeholders.
2. Modifications to electrical service:
- Replacement of existing poles, and removal of old service equipment,
- Supply and install new service equipment, underground feeders, and distribution panels and
- Coordination with Nelson Hydro.
3. Tree and brush clearing around overhead power lines and in location of trenches.
4. Modifications to telecommunication service:
- Supply and install new telecommunication equipment and underground cabling, and
- Coordination with the telecommunication utility (Telus or Shaw).
5. Testing and Commissioning
6. Keep the work site secure and free of debris and garbage. Cleanup site after construction,
rehabilitate all disturbed areas to original grades.
Construction Schedule
The work is to be performed between February 17th, 2025 – March 28th, 2025.

Access Management
Access via gate at park operator yard. Key to gate available for afterhours work. Site must be maintained secure
at all times. Park equipment and vehicles in designated area.
Site Conditions
The Contractor and crews shall provide private off-site accommodation.
Known Safety Hazards on this Contract
Ministry staff and contractors, in the course of planning and developing this project, have identified the following
known field safety hazards associated with this project. Note this list does not identify routine safety hazards
associated with operations in a Provincial Park:
● Danger trees and overhead hazards. DTA has NOT been completed. The Contractor is responsible for making
sure worksites are safe in accordance with WSBC regulations.
● Demolition of some hazardous materials.
● Sharing access to the work site with another Contractor, Park Operator Staff and Ministry Staff
Contractor Safety Program and Prime Contractor Responsibilities
The Successful Bidder will be designated the Prime Contractor for this contract and must bid accordingly and
meet the bidder eligibility stated in the Conditions of Tender.
The successful Contractor must plan to maintain and implement a program of systems or processes (a safety
program) that will address occupational health and safety concerns and practices that will eliminate or minimize
risk of injuries. The Province may ask to examine the safety program and ask for evidence to support the
implementation of same as part of the contract administration.
Bidders must be aware of the Safety Conditions Schedule and the Prime Contractor Agreement attached to the
contract agreement.
Ministry Staff Do Not Direct Operations
Ministry employees (Ministry Representatives) do not direct or supervise the contractor or the contractor’s
workers. The Ministry will set out the contract standards and required outcomes as well as any changes to
contract conditions as work progresses.
Obligation to Report Unsafe Conditions or Practices
The Workers Compensation Act, Occupational Health and Safety Regulation 3.10 requires that any person
(including ministry staff) report any observed unsafe conditions or practices to the person in charge of the
workplace. Ministry staff will do this in the course of their work on the contract area should they come across
such conditions or practices.
