MINUTES OF THE MEETING
4th Regular Session
February 18, 2024 2:00 PM

Zone 2, San Jose, Pili, Camarines Sur
I. CALL TO ORDER
- The meeting was called to order at 2:28 PM.
II. INVOCATION
- The invocation was led by Hon. Sarimo.
III. NATIONAL ANTHEM
- The singing of the Philippine National Anthem was led by Hon. Dayrit.
IV. ROLL CALL
- The following SK Officials were present:
o Hon. Joshua Angelo C. Ronda
o Hon. Joshua B. Magistrado – Late (3:02 PM)
o Hon. Shaun A. Dayrit
o Hon. Leizel C. Cea
o Hon. Joshua S. Balbis
o Hon. Kim Raychelle P. Sarimo
o Hon. Jessa Mae Brusas
- Hon. Jean Rose R. Pajarillo was absent during the session.
V. APPROVAL OF THE ORDER OF BUSINESS
- Hon. Sarimo moved to approve the order of business, duly seconded by
Hon. Dayrit and Hon. Cea.
VI. PRIVILEGE SPEECH
- Hon. Ronda thanked the Youth Zone leaders for attending the session
and appreciated their presence in the session hall.
VII. READING AND APPROVAL OF THE PREVIOUS MINUTES
- Hon. Cea moved to approve the previous minutes, seconded by Hon.
Dayrit and Hon. Balbis.
VIII. READING OF THE COMMUNICATIONS RECEIVED
IX. REPORTS ON DISTRICT AND STANDING COMMITTEES
- The following are the reports on standing committees:
o Hon. Brusas: Modern Village President is still not able to reach.
She will try to reach out personally. For the Committee on
Education, the release of educational assistance still has no
specific date.
o Hon. Sarimo: The election on Zone 6 dated February 11, 2024
was done. She also created a group chat for Zone 5 where it was
planned to join the Zones 4 and 5 Youth Organizations due to few
number of members. For the Committee on Livelihood, she
searched at the PESO facebook page for existing/possible
programs and projects. There is no much update for Budget and
Appropriation.

o Hon. Balbis: CBSUA Youth does not reply while Camp Weene
Martillana only has 4 active youth. For the Committee on Peace
Building and Security, he has a plan to connect with KKDAT.
o Hon. Cea: There is not much happening at Zone 7 riverside. For
the Committee on Gender and Development, she is already
making proposals and plans to have events.
o Hon Dayrit: An election for the new set of LVYO Officers will
happen on the first week of March 2024. TESDA-Napayong officers
have no plan to re-elect. For the Committee on Sports and
Development, a basketball league already happened at the
Lourdes Village while he will make up for the TESDA-Napayong
youth.
o Hon. Ronda: The movie night during February 14, 2024 was
successful having 160 attendees. By February 25, 2024, the
council will conduct a KK Assembly.
X. ORDER OF BUSINESS
1. KK Assembly
- The plan is for the event to be held on February 25, 2024, 1-5 PM at San
Jose Covered Court with a target number of participants of 200.
- Hon. Ronda discussed the program flow for the event that includes the
KK and SJYO Officers election.
2. Fiesta Activities
- The council planned that the Fiesta Activities will happen on May 12-18,
2024 with atleast 3-4 night activities conducted by the SK. The proposed
night activities are [1]Youth Night and Awarding, [2]Mr. and Ms. San
Jose, and [3] San Jose Got Talent.
- Zone 2 Youth President Mr. Tale suggested a competition conducted
online in which the council has talked about. Everyone agreed that a film
making competiton may be a good event.
- The planned before the fiesta activities are as follows:
o Basketball
o Volleyball
o Chess
o Zone ta, Pagayunon ta
o Arko Making
o Laro ng Lahi
- In the Arko Making Competition, Mr. Tale suggested to include the range
of the Arc size in the guidelines.
3. Introduction of San Jose Youth Organization
- Hon. Ronda discussed the requirements of the National Youth
Commission for youth organizations to be recognized by them:
o YORP Form
o Officers and Advisers
o Constitution and By-laws
o Members of Good Standing
o Authorization
XI. UNFINISHED BUSINESS
- Updates on SK Scholars

o SK Scholars is still a resolution, not an ordinance. So, Hon. Ronda
stated that he has a plan to propose to the Barangay Council
making the SK Scholars an ordinance.
- Designs for the SK Uniform
o SK Secretary Mr. Casulla presented the shirt designs for the SK
Uniform.
XII. OTHER MATTERS
- Mrs. Dianne Patol, the Youth President of Serrano-Manpower Youth
Organization requested CCTV for the added safety in their zone.
- Hon. Ronda discussed the ABYIP to the Youth Presidents. He also
discussed the SK properties that the youth organizations can borrow.
XIII. ADJOURNMENT
Hon. Magistrado moved to adjourn the meeting, duly seconded by all the
members of the council. SK Chairperson Hon. Ronda adjourned the meeting
at 5:03 PM.
